Obtaining technical specifications for connection to electrical networks

The relations arising between energy-producing, energy-transmitting, energy-supplying organizations and consumers of electric energy in the wholesale and retail markets are regulated by the Civil Code of the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan in the field of electric power

Thus, in accordance with the Rules for the Use of Electric Energy approved by Order No. 143 of the Minister of Energy of the Republic of Kazakhstan dated February 25, 2015 (hereinafter referred to as the Rules), technical conditions for connection to electric networks are issued to the consumer on the basis of an application in any form and a questionnaire to the application for the issuance of technical conditions for connection to electric networks in the form according to Appendix 3 to the Rules.

Technical specifications for the connection of newly introduced or reconstructed electrical installations are issued by an energy transmission or energy-producing organization within 5 (five) working days from the date of receipt of the application from the consumer.

At the same time, it should be noted that in accordance with the amendments made to the Rules by the Order of the Minister of Energy of the Republic of Kazakhstan dated February 6, 2020 No. 43, energy enterprises, together with technical specifications, issue to the consumer a drawn up and signed act of delineation of the balance ownership of electric networks and the operational responsibility of the parties with the consumer connection scheme.

For the power supply of objects under construction, temporary technical conditions are issued to the consumer for the construction period.

Technical specifications are issued if there is a technical possibility of connecting to the electrical networks of an energy transmission organization or electrical installations of an energy producing organization.

There is no fee for issuing and reissuing technical specifications.

In case of disagreement with the requirements specified in the technical specifications, the consumer can contact an expert organization to conduct an independent energy expertise. Based on the conclusion of the energy expertise on the groundlessness of the requirements specified in the technical specifications, the consumer re-submits an application in any form to the energy transmission (energy producing) organization.

In case of repeated refusal to change the requirements specified in the technical conditions, the consumer will appeal against the actions of the energy transmission (energy producing) organization in accordance with the procedure established by the civil legislation of the Republic of Kazakhstan.

Sub-consumers, whose electrical installations are planned to be connected to the electric networks of consumers, receive technical specifications from consumers (owners of electric networks) and coordinate them with the energy transmission (energy producing) organization that issued technical specifications to the consumer. It is allowed to issue technical specifications to sub-consumers by an energy transmission or energy-producing organization in agreement with the consumer (owners of electric networks).
