State Institution "Department of Natural Resources and Environmental Management of the Akimat of Kostanay region" (hereinafter – Management) is a state body that exercises leadership in the areas of forestry, hunting, fishing, water management, specially protected natural territories, environmental protection and other objects of the animal and plant world, activities are carried out in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, Akimat, other regulatory legal acts, financing of the activities of the Department is carried out from the regional budget.
The Management structure includes 11 subordinate state institutions.
2) Information about public services.
The Department provides 8 services:
7 state services are provided directly by the Department, one state service "Issuance of a logging and forest ticket" is carried out by subordinate organizations of the Department.
6 state services are implemented free of charge and 2 on a paid/free basis-the state service "Issuing a permit for the use of the animal world" and "Issuing a license for prospecting".
The number of public services rendered in 2020 amounted to -4235 of them electronically -3477, in paper form -758, which is 82.1% of the total number of services rendered electronically.
When providing public services, employees of the Department are guided by the Law of the Republic of Kazakhstan "On Public Services" dated April 15, 2013 No. 88-V and approved standards.
Due to the lack of requests, in 20202 public services were not in demand:
3) Information about the most popular public services.
Based on the analysis, the most popular public services in 2020 are:
- Issuance of a permit for the use of the animal world ;
- Issuance of permits for emissions to the environment for objects of categories II, III and IV.
- Issue of conclusions of the state environmental expertise for objects of categories II, III and IV.
- Issue of a logging and forest ticket.
1) Information about the sources and places of access to information on the procedure for the provision of public services.
In order to inform the population, up-to-date information about the procedure for providing public services provided by the Department is posted on the official Internet resource of the state body, social networks Instagram Feesbuk, in Contact, as well as on the information stand, in a place accessible to the public. The TV channel "Alau" has released videos on the provision of public services. The Department also developed brochures and booklets.
2) Information on public discussions of draft standards of public services.
In accordance with paragraph 1 of Article 15 of the Law of the Republic of Kazakhstan "On Public Services", public discussion of draft standards of public services is conducted in order to take into account the comments and suggestions of individuals and legal entities whose rights, freedoms and legitimate interests are affected by the standards of public services. In this regard, the staff of the Department constantly conducts explanatory work with service recipients regarding the possibility of discussing draft standards on the portal of the electronic government of the Republic of Kazakhstan e.gov.kz, as well as on the official Internet resource of the central state body responsible for the development of the standard of public services.
At the same time, we note that the Office has not received any proposals for making additions or changes to the draft standards.
3) Activities aimed at ensuring the transparency of the process of providing public services (explanatory work, seminars, meetings, interviews, etc.).
In order to improve the process of providing public services, the Department's employees actively participate in various events (seminars, round tables, meetings, etc.) in the field of public services. Conducts explanatory activities, practical and methodological assistance in the provision of public services. At the same time, when applying, service recipients receive qualified advice on the procedure for providing public services. Also, in 2021, the Department plans to carry out a number of measures aimed at ensuring transparency in the process of providing public services.
1) Results of optimization and automation of public service delivery processes.
8 public services provided by the Department are automated, the result of the public service is issued in electronic form. All 8 types of public services are optimized – the terms of delivery are reduced, the package of documents required for obtaining public services is reduced to a minimum, etc. The results of optimization and automation of the processes of providing public services have a positive impact on the quality of their provision - the process of providing public services is simplified and accelerated, administrative barriers are reduced.
2) Activities aimed at improving the skills of employees in the provision of public services.
Employees of the Department responsible for the provision of public services improve their knowledge by studying the relevant Laws, regulations, guidelines, and standards of public services. Management in order to improve the skills of employees in the provision of public services through a video conference, a seminar was held on August 14, 2020 for employees of subordinate institutions. In order to improve the quality of public services, 38 awareness-raising events were held in 12 months of 2020, covering the population of 29,565.
At the same time, in 2021, it is planned to hold a number of events (round tables, meetings, seminars, etc.) to study the current legislation, with the involvement of representatives of the Department of the Agency for Civil Service Affairs of the Republic of Kazakhstan. Also, according to the schedule, it is planned to improve the skills of employees in the branch of the Republican state-owned Enterprise "Academy of Public Administration under the President of the Republic of Kazakhstan".
3) Regulatory and legal improvement of the processes of providing public services.
So, in 2020, the Order of the Minister of Agriculture of the Republic of Kazakhstan dated January 26, 2015 No. 18-02/40 "On approval of the forms of a logging ticket and a forest ticket, the rules for their accounting, storage, filling and issuance" is set out in the wording of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated June 01, 2020 No. 128, approved the standard of public services "Issuance of a logging and forest ticket".
By the Order of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated June 2, 2020 No. 130 "On Approval of the Rules for the provision of Public Services in the field of environmental protection", the Rules for the Provision of public services "Issuance of permits for emissions to the environment for objects of categories II, III and IV" and "Issuance of conclusions of the state environmental expertise for objects of categories II, III and IV"were approved.
The Order of the Minister of Investment and Development of the Republic of Kazakhstan dated May 23, 2018 No. 367 "On Approval of the Rules for issuing Permits for the development of mineral deposits" is set out in the wording of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated May 18, 2020 No. 110, approved the standards of the state service "Issuing permits for the development of mineral deposits", "Issuing a conclusion on the absence or insignificance of minerals in the subsurface under the site of upcoming development".
Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated May 30, 2020 No. 323 " On Approval of the Rules for the Provision of Public Services in the Field of Subsurface Use, with the Exception of Hydrocarbons and Uranium, and on Amendments and Additions to the Order of the Minister of Investment and Development of the Republic of Kazakhstan dated May 17, 2018 No. 339 "On Approval of the Rules for Submitting and Reviewing Applications for the Issuance of Licenses for Prospecting", approved the standard of public services "Issuance of a License for Prospecting" and "Registration of a contract for the pledge of subsurface use Rights for Exploration and production of Common minerals".
The Order of the Minister of Investment and Development of the Republic of Kazakhstan dated May 23, 2018 No. 367 "On Approval of the Rules for issuing Permits for the development of mineral deposits" is set out in the wording of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated May 18, 2020 No. 110, approved the standards of the state service "Issuing permits for the development of mineral deposits", "Issuing a conclusion on the absence or insignificance of minerals in the subsurface under the site of upcoming development".

1) Information on complaints of service recipients regarding the provision of public services.
There were no complaints regarding the provision of public services provided by the Department during the reporting period.
2) The results of internal control over the quality of public services.
The absence of complaints and comments from service recipients is the result of ongoing work on the quality of public services.
3) The results of the quality control of the provision of public services carried out by the authorized body for the assessment and control of the quality of the provision of public services.
In order to ensure control over the quality of public services, the Department provides a report on the work on internal state control over the quality of public services to the Department of Informatization, Public Services and Archives of the Akimat of Kostanay region on a monthly basis.
4) The results of public monitoring of the quality of public services.
Public monitoring of the quality of public services was not carried out during the reporting period.
For the further effective work of the Department for the Provision of Public Services, as well as in order to increase the satisfaction of service recipients with the quality of public services, in 2021 it is planned to:
- conduct activities aimed at studying the current legislation, including with the involvement of representatives of the Department of the Agency for Civil Service Affairs of the Republic of Kazakhstan;
- take the necessary measures for the timely provision of public services;
- to carry out work on an ongoing basis to inform service recipients about the procedure for the provision of public services provided by the Department;
- send specialists responsible for the provision of public services to advanced training courses, according to the schedule;
- conducting a public discussion of this report;
- timely implementation of measures to improve the quality of public services provided for in the plan for 2021, approved by the head of the Department.
