Construction activity (construction) - activities for the creation of fixed assets for production and non-production purposes through the construction of new and (or) modification (expansion, modernization, technical re-equipment, reconstruction, restoration, overhaul) of existing facilities (buildings, structures and their complexes, communications), installation (dismantling), related technological and engineering equipment, manufacturing (production) of building materials, products and structures, as well as the implementation of works on the conservation of the construction of unfinished objects and the postutilization of objects, who have worked out their resource.

The State Institution "Department of Construction, Architecture and Urban Planning of the Akimat of Kostanay region" (hereinafter referred to as the Department) implements the state policy in the field of construction in the region.

Department:

• performs the functions of a construction customer in the process of implementing investment projects at the expense of funds coming from the republican and local budgets, in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities;
• monitors the progress and quality of work performed by the contractor (general contractor) and compliance with the deadlines for their execution;
• ensures the construction of the facility with the support of technical and author supervision;
• takes measures against the contractor (general contractor) for non-fulfillment or untimely and poor-quality execution of the instructions of technical and author supervision;
• participates in the commissioning of constructed facilities for which the Department is the customer.
