From June 15 to 17, 2023, a group of deputies of the Majilis of the Parliament of the Republic of Kazakhstan paid a working visit to Kostanay region.
The deputies spent the first day in the city of Arkalyk, where the deputies held a visiting session on the topic: "Issues of regional infrastructure development", where the ways of development of the southern regions of the region were discussed in detail: the cities of Arkalyk, Amangeldinsky, Dzhangeldinsky districts.
The meeting was attended by deputies of the Majilis of the Parliament of the Republic of Kazakhstan Beisengaliev B.T., Kazantsev P.O., Smyshlyaeva E.V., Kuchinskaya Y.V., Shukizhanova D.A., Chairman of the Kostanay regional maslikhat Eschanov S.E., deputies of the regional maslikhat Akkuina B.B., Zhanbyrshina K.S., Yerdenov AU., Deputy akim of Kostanay region Spanov E.M., akims G. Arkalyk Asanov A.B., Amangeldy district Karbozov T.T., Dzhangeldy district Ospanov S.S., representatives of the Ministry of National Economy, Ministry of Digital Development, Innovation and Aerospace Industry, Ministry of Industry and Infrastructure Development, Ministry of Agriculture and Telecom operators, who informed about the work done to develop the region in their industries.
During a two–day visit to the southern districts of the region, the participants of the working group got acquainted with the results of monitoring the implementation of a pilot project to provide remote settlements with communications and the Internet, repair work on the average repair of the highway from the city of Arkalyk to the border of the Akmola region (Arkalyk - Derzhavinka road), the activities of the Arkalyk thermal power plant and discussed the development of knowledge-intensive territories of the Republic of Kazakhstan on on the basis of the Arkalyk agricultural experimental station in the village of Ashutasty.
On the last day of the working visit, the deputies stayed in Kostanay, where they visited KamLitKZ LLP and the industrial enterprise of Agromashholding KZ JSC.
Following the visit, a meeting of the party asset with the participation of deputies of the Majilis of the Parliament of the Republic of Kazakhstan was held in the regional branch of the AMANAT party.
On June 5, 2023, on World Environment Day, deputies of the Kostanay regional Maslikhat took part in an online training on the topic "Environmental aspects within the competence of local representative bodies of regions, cities and republican significance and the capital", organized by the self-regulatory organization "Association of Practicing Environmentalists".
On June 6, 2023, a joint meeting of the standing committees of the Kostanay regional Maslikhat was held.
The main issue on the agenda is the clarification of the regional budget.
On June 7, 2023, an extraordinary session of the Kostanay regional Maslikhat was held.
Deputies of the eighth convocation approved a draft decision on clarifying the regional budget for 2023-2025.

On June 7, an extraordinary session of the Kostanay regional Maslikhat was held. Deputies of the eighth convocation approved a draft decision on clarifying the regional budget for 2023-2025. Akim of the region Kumar Aksakalov took part in the session. The meeting was chaired by the chairman of the regional maslikhat Sailaubek Eschanov. The main reason for clarifying the regional budget was the redistribution of existing savings based on the results of public procurement and an increase in revenue. Gulbaram Musagazina, head of the Department of Economics and Budget Planning, announced information about where and for what needs it is proposed to send funds in her report. 432 million will go to the priority direction — providing clean drinking water to villagers. In the region, the coverage of the population with water supply is the lowest in the country, at 80%. Therefore, the solution of this issue is very important. — If there are any savings, then we immediately direct them to water, - Akim of the region Kumar Aksakalov noted in his speech. — This year, 83 projects worth 16 billion tenge will be implemented, which will increase the coverage of water supply to 87%. Thanks to the deputy for supporting an important point of the session — subsidizing the supply of drinking water. 300 million tenge will be spent for these purposes, subsidizing water supply will be where it is especially important — in small remote villages. It is also planned to install 57 water distribution points in the villages of the region this year. Akim of the region also focused the attention of deputies and members of the public council on another acute problem — the low level of development of animal husbandry in the region. — No one has done this, — summed up Kumar Aksakalov, — and cheap loans are needed to solve the problem. Together with the entrepreneurship Development Fund "Damu", we will allocate about 1.5 billion tenge for concessional lending at 1% to the borrower, 6% will be compensated by the state," the governor of the region said. — 500 million for these purposes will go from the regional budget, the rest will be allocated by the fund. The funds are planned to be sent to the southern regions of the region, namely to entrepreneurs of Arkalyk, Amangeldinsky and Dzhangeldinsky districts. It is worth noting that Deputy Kyrmyzy Zhanbyrshina kept the issue of the implementation of this project under constant control. Kumar Aksakalov expressed hope that the funds will be effectively used and the development of animal husbandry in the southern regions will have a positive impact on the food security of the region and the country. And our younger brothers were not ignored by the deputies, for the first time in history, 15.0 million tenge was allocated for food in shelters for homeless animals. In addition to the fact that the deputies adopted clarifications to the regional budget, the Rules for the maintenance of green spaces, changes to the previously made decisions of the maslikhat on the personal composition of some commissions and other issues were submitted for approval, including the issue of renaming the Embankment rural district of the district of Beimbet Maylin to the rural district of Baishuak, and the village of Elizavetinka to the village of Baishuak.

More than thirty questions were asked by the deputies of the Kostanay regional Maslikhat to the heads of budget programs before approving the draft decision on clarifying the regional budget for 2023-2025 submitted by the akimat of the region. The main reason for clarifying the regional budget was the redistribution of the existing savings based on the results of public procurement and the increase in revenue. The head of the Department of Economics and Budget Planning Gulbaram Musagazina presented to the deputies 11 main areas where additional cash injections are required. The deputies paid special attention to the distribution of funds in the field of education, since it accounts for the largest part of the budget, namely 2,416 billion tenge. Most of this amount is planned to be used for salaries of teachers of the region, maintenance of roofs, buildings, heating systems of 15 schools of the region and many other needs of the educational sphere. The deputies again touched upon the most problematic issues, one of which is the outcome of the design and estimate documentation. Deputy Kyrmyzy Zhanbyrshina focused on the mechanism of allocation of subsidies for entrepreneurs. As it became known, today the issue of subsidies is being worked out with the Damu foundation personally by the akim of the region. MP Mahabbat Zhutayev raised the issue of the construction of social facilities within the framework of public-private partnership, due to the fact that this form of implementation actually shows positive productivity. — Why is PPP not massively applied? Using the example of the construction of a paramedic outpatient clinic by the enterprise Turar LLP in the village of Kamyshny Chandak, we were convinced that this is a very effective mechanism for saving budget funds," the deputy summed up. The people's deputies asked questions about the expediency of installing and constructing water distribution points, paramedic-obstetric and medical points in rural areas, road repairs, etc. The commission members strongly recommended that the responsible state bodies take into account the identified key priorities and regulate the allocation of funds primarily for priority needs. The members of the commission voted for submitting proposals for consideration at the extraordinary session of the regional maslikhat. The meeting was also attended by representatives of departments and departments (administrators of budget programs), members of the public council, representatives of the media.
