Rules for conducting qualification tests of knowledge

In accordance with the current legislation in the field of electric power industry, a qualification knowledge test is a knowledge test of the personnel of energy enterprises for knowledge of the requirements of regulatory legal acts in the field of electric power related to their competence for assignment, enhancement or confirmation of an electrical safety admission group.

The rules for conducting qualification tests of knowledge of technical operation rules and safety regulations for managers, specialists of organizations engaged in the production, transmission of electrical and thermal energy to monitor the technical condition and safety of operation of electrical installations - signed by the Minister of Energy of the Republic of Kazakhstan.

These Rules define the procedure for the provision of the state service "Qualification examination of knowledge of the rules of technical operation and safety regulations from managers, specialists of organizations engaged in the production, transmission of electrical and thermal energy, to monitor the technical condition and safety of operation of electrical installations."

The rules provide that within 2 (two) working days from the date of registration of documents, the service provider checks the completeness of the submitted documents.

The Rules define specific deadlines for the consideration of complaints of the service recipient. For example, the complaint of the service recipient received by the service provider is subject to consideration within 5 (five) working days from the date of its registration. The complaint of the service recipient received by the authorized body for the assessment and control of the quality of public services is subject to consideration within 15 (fifteen) working days from the date of its registration.

The term of rendering the state service is 15 working days.

In addition, a complaint against the decision, action (inaction) of employees of the structural divisions of the service provider is filed to the head of the service provider and (or) to the authorized body for evaluation and quality control of public services in accordance with the Administrative Procedural Code of the Republic of Kazakhstan.

The qualification test of knowledge is the main way to determine the compliance of the level of professional training of managers and specialists of enterprises for the assignment, improvement or confirmation of the appropriate group of electrical safety admission and is carried out by the Committee of Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan.

If the test subject has a test result below the threshold level or did not appear for testing without a valid reason, the employee is removed from his position in accordance with the procedure established by the labor legislation of the Republic of Kazakhstan.
