The department's mission is to develop entrepreneurship and agriculture in the Mendykara district, increase the volume and quality of agricultural produce, enhance competitiveness, analyze the retail sector, implement price stabilization mechanisms for socially important food products, develop lending and subsidies for entrepreneurship and the agro-industrial complex, exercise state control over socially important food products, and provide public services.
The department's responsibilities include monitoring food prices, exercising state oversight within its jurisdiction over compliance with maximum permissible retail prices and the amount of trade markups on socially important food products.
Continuous interaction is maintained with the Tobol Joint-Stock Company SPK regarding the sale of products from the regional food stabilization fund in the retail network of the Mendykara district.
Continuous monitoring of data on crop acreage, yields, and gross harvests is conducted, as well as monitoring compliance with agricultural cultivation practices by agricultural enterprises. One of the department's main responsibilities is to provide high-quality and timely state technical inspection services:
1. Issuing licenses for operating tractors and self-propelled chassis and mechanisms based on them, self-propelled agricultural, land reclamation, and road construction machinery and mechanisms, as well as special off-road vehicles;
2. State registration of tractors and self-propelled chassis and mechanisms based on them, their trailers, including trailers with mounted special equipment, self-propelled agricultural, land reclamation, and road construction machinery and mechanisms, and special off-road vehicles;
3. Conducting annual state technical inspections of tractors and self-propelled chassis and mechanisms based on them, their trailers, including trailers with mounted special equipment, self-propelled agricultural, land reclamation, and road construction machinery and mechanisms, and special off-road vehicles;
4. State registration of pledges on tractors and self-propelled chassis and mechanisms based on them, their trailers, including trailers with mounted special equipment, self-propelled agricultural, land reclamation, and road construction machinery and mechanisms, as well as special off-road vehicles.
Also, provision of information on the absence (presence) of encumbrances on tractors and self-propelled chassis and mechanisms based on them, their trailers, including trailers with mounted special equipment, self-propelled agricultural, land reclamation, and road construction machinery and mechanisms, as well as special off-road vehicles.
Maintaining records of food stocks and submitting reports to the local executive body of the region, developing a plan for financing the required subsidies for the development of livestock breeding, improving the productivity and quality of livestock products, as well as subsidizing the reimbursement of a portion of the costs incurred by an agro-industrial complex entity during investment. In order to stabilize prices, republican, regional and city agricultural fairs are organized and supported.
