The mission of the Department of Housing and Utilities, Passenger Transport, and Highways of the Mendykara District is to implement state policy in the area of ​​housing and utilities, ensuring comfortable and safe living conditions for citizens, the reliable operation of utility networks and infrastructure, housing management, and landscaping, as well as monitoring the quality and rates of utilities, including water supply, heating, waste removal, and transportation, through the coordination of enterprises and the handling of resident complaints.

Objectives:
1) Organizing the maintenance and repair of highways and the development of road transport infrastructure;
2) Improving the safety of the road sector;
3) Providing consumers with high-quality utilities, modernizing and improving the efficiency of the housing and utilities system;
4) Creating a favorable sanitary and epidemiological environment for the population;
5) Monitoring the financial and economic activities of subordinate enterprises;
6) operational coordination of all sectors (suppliers and consumers) in ensuring a stable supply of heat, electricity, and water to the district, regardless of ownership;
7) ensuring the availability and quality of public services;
8) state control over housing management, gas, and gas supply;
9) state supervision of industrial safety to ensure compliance with requirements for the safe operation of hazardous technical devices.

Functions:
1) coordination and control of efforts to prepare district enterprises for operation in autumn-winter conditions and during the flood period;
2) organizing improvement and sanitary cleaning of settlements in the district, organizing sanitary cleaning months;
3) analyzing, adjusting, and promoting the implementation of priority programs for the development of infrastructure and housing and public utilities in the district;
4) developing a competitive market in housing and public utilities, passenger transport, and highways;
5) ensuring the organization of measures to preserve and properly operate the housing stock;

6) Monitoring the implementation of energy conservation measures, development of housing and public utilities, passenger transport, and highways;
7) Interacting with national and territorial departments of state project review and licensing authorities;
8) Organizing work on the construction, reconstruction, repair, and maintenance of public roads of district significance, in accordance with the legislation of the Republic of Kazakhstan on public procurement and concessions;
9) Developing and implementing programs for housing and public utilities, passenger transport, and highways;
10) Participating in the development and implementation of state energy, housing and public utilities policy, and district infrastructure development programs;
11) Coordinating the interaction of all participants (suppliers and consumers) in ensuring a stable supply of heat, water, gas, and electricity to the district, regardless of ownership;
12) Providing public services in accordance with the law;
13) Ensuring the accessibility and quality of public services;
14) Conducting analysis and monitoring of the territorial development program for the Mendykara District;
15) State supervision of supervisory entities within the boundaries of populated areas at social infrastructure facilities in the area of ​​industrial safety for compliance with the requirements for the safe operation of hazardous technical devices, namely, steam and hot water boilers operating under pressure exceeding 0.07 megapascals and/or at a water heating temperature exceeding 115 degrees Celsius (heat supply organizations), vessels operating under pressure exceeding 0.07 megapascals, lifting mechanisms, escalators, cable cars, funiculars, and elevators at social infrastructure facilities;
16) State control of supervisory entities within the boundaries of populated areas at social infrastructure facilities in the areas of housing stock management, gas, and gas supply, including:
17) Compliance with the procedure for selecting the form of management of a condominium facility by owners of apartments and non-residential premises, and the opening of current and savings accounts;
18) compliance with the procedure for the use, maintenance, operation, and repair of the common property of apartment owners, non-residential premises in the facility, and areas adjacent to the multi-apartment residential building;
19) the presence of common-house meters for heat, energy, gas, and water in multi-apartment residential buildings (residential buildings);
20) the technical condition of the common property of the condominium facility and its utility equipment, and the timely completion of maintenance and repair work in accordance with current regulatory, technical, and design documents in the field of construction and housing and utilities;
21) implementation of measures to prepare the multi-apartment residential building for seasonal operation;
22) implementation of adopted decisions and orders to eliminate identified violations;
23) holding a tender to select a design organization and prepare design and estimate documentation for major repairs of the common property of the condominium facility at the expense of the local budget;
24) the quality of work performed on certain types of major repairs of the common property of the condominium facility;
25) compliance with requirements for the safe operation of household cylinders and gas supply systems for household and municipal consumers within the boundaries of a populated area;
26) performance of other functions, in accordance with applicable law;
27) registration and deregistration of hazardous technical devices of social infrastructure facilities;
28) when implementing state control within the boundaries of populated areas at social infrastructure facilities in the areas of housing management, gas and gas supply, as well as state supervision of supervisory entities within the boundaries of populated areas at social infrastructure facilities in the area of ​​industrial safety for compliance with requirements for the safe operation of hazardous technical devices, ensures the transparency of its activities by posting on the website of the local executive body:
28.1) information on the objects and entities of state control and state supervision;
28.2) on inspection schedules and their results;
28.3) on identified deficiencies, as well as on reports drawn up and orders issued regarding compliance with requirements for the safe operation of hazardous technical devices at social infrastructure facilities;
28.4) formation and maintenance of a register of established simple partnerships within the boundaries of a populated area;
Functions of the agency:
1) services for the production, transmission, distribution, and supply of thermal energy;
2) water management system services;
3) performs other functions in accordance with the legislation of the Republic of Kazakhstan;
4) performs other functions stipulated by the current legislation of the Republic of Kazakhstan.
