For the past period 2019 during the year, 162 unscheduled inspections were conducted, and 8 subjects were subject to preventive control and supervision for compliance with legislation in the field of architectural, urban planning and construction activities.
Violations were detected based on the results of 94 inspections, and violations were detected at 5 sites based on the results of preventive control.
During the reporting period, the GASI Department issued 106 prescriptions (including 5 prescriptions based on the results of preventive control) about elimination of the revealed violations, including:
according to 59 regulations violations were eliminated;
22 orders are under control, and their execution has not expired.
As a result of the inspections, 216 administrative proceedings were initiated for a total amount of 38,342,140 tenge, including:
- collected 36,271,640 tenge;
- administrative cases in the amount of 2,815,375 tenge are pending in the judicial authorities;
- are in the process of appeal of administrative proceedings in the amount of 2 070 500 tenge.
During the reporting period, the Department received 467 of the acts of acceptance in operation of completed construction objects for verification for compliance with customer standards and requirements established by the legislation of the Republic of Kazakhstan about architectural, town-planning and construction activities, the results of which:
- 296 certificates of acceptance conform to the requirements of the legislation of the RK and put on the account;
- 171 acceptance certificates do not meet the requirements of the legislation of the Republic of Kazakhstan, so these objects can not be taken into operation. The registration authorities have been informed of any violations.
509 coupons were issued for receiving notifications about the start of construction and installation work.
The division of licensing and certification
The Department provides the following types of public services:
"Issuance of a license for prospecting activities»;
"Issuing a license for project activities»;
"Issuing a license for construction and installation work»;
"Certification of experts performing expert work and engineering services in the field of architectural, urban planning and construction activities»;
"Accreditation of project management organizations in the field of architecture, urban planning and construction".
6."Issuing a permit to attract money from shareholders;
7."Issuance of an account statement of the agreement on shared participation in housing construction".
Over the past period of 2019, the Department received 130 applications for licenses and appendices to them and 211 applications for expert certification.
56 licenses were issued, 75 applicants were certified as experts. 4 permits were issued to attract money from shareholders. Issued 877 statements about the account of the agreement on shared participation in housing construction.
Gas engineering inspection and industrial safety Department
Information about the number of concluded contracts for maintenance of gas-consuming systems of natural gas consumers in Kostanay region for 9 months of 2019.
Over the past period of 2019, the total number of natural gas consumers in Kostanay region amounted to 167,465 subscribers.
The number of consumers who signed contracts for maintenance of gas-consuming systems was 154,794 or 92.5% of the total number of consumers. In this direction, we are working to achieve 100 % of the indicator.
Along with this, the failure to achieve this indicator is affected by the standard contract itself, approved by the order of the Minister of energy of the Republic of Kazakhstan dated November 12, 2014 No. 117, which is concluded for a period of one year. For example, about 700-1000 consumers ' contracts expire every month, which requires re-signing of contracts.
Since January 2019, active work has been carried out with the population and the Kostanay production branch of JSC "Kaztransgazaimak", certified organizations engaged in maintenance of gas-consuming systems, mayors of cities and districts.

A number of meetings on the implementation of the legislation of the Republic of Kazakhstan in the field of gas and gas supply, industrial safety were held with the Kostanay production branch of JSC "Kaztransgazaimak", the chairmen of service organizations, mayors of cities and districts.
Information about the safe operation of lifting mechanisms (elevators) at housing and communal facilities
As of April 2019, there are 779 elevators in Kostanay region, including 692 passenger and 87 cargo elevators.
However, out of 779 elevators, 10 require repair (6-passenger, 4-passenger), 298 with expired service life (266-passenger, 32-cargo) require replacement.
In other words, 38.1% of the total number of elevators are in poor condition.
