Information about the activities of the state institution "Department of state architectural and construction control of Kostanay region akimat" for the 1st quarter of 2020

Department of the state architectural and construction inspection

For the 1st quarter of 2020, 13 unscheduled inspections were conducted for compliance with legislation in the field of architectural, urban planning and construction activities.

Violations were detected based on the results of 6 inspections.

During the reporting period, the GASI Department issued 6 orders to eliminate the detected violations, including:

according to 2 regulations violations were eliminated;

4 prescriptions are under control, and their execution has not expired.

According to the results of inspections, 77 administrative proceedings were initiated for a total amount of 20,171,460 tenge, including:

- collected 11,639,216 tenge;

- administrative cases in the amount of 2,815,375 tenge are pending before the judicial authorities;

- are in the process of appeal of administrative proceedings in the amount of 8 532 244 tenge.

For the 1st quarter of 2020, the Office had received 197 of the acts of acceptance in operation of completed construction objects for verification for compliance with customer standards and requirements established by the legislation of the Republic of Kazakhstan about architectural, town-planning and construction activities, the results of which:

- 90 certificates of acceptance conform to the requirements of the legislation of the RK and put on the account;

- 107 acceptance certificates do not meet the requirements of the legislation of the Republic of Kazakhstan, so these objects can not be taken into operation. The registration authorities have been informed of any violations.

115 coupons were issued for receiving notifications about the start of construction and installation work.

 

The division of licensing and certification

The Department provides the following types of public services:

"Issuance of a license for prospecting activities»;
"Issuing a license for project activities»;
"Issuing a license for construction and installation work»;
"Certification of experts performing expert work and engineering services in the field of architectural, urban planning and construction activities»;
"Accreditation of project management organizations in the field of architecture, urban planning and construction".
"Issuing a permit to attract money from shareholders;
"Issuance of an account statement of the agreement on shared participation in housing construction".

For the 1st quarter of 2020, the Department received 31 applications for licenses and appendices to them and 26 applications for expert certification.

9 licenses were issued, 10 applicants were certified as experts. 0 permits were issued to attract money from shareholders. 550 statements were issued about the account of the agreement on shared participation in housing construction.

 

Gas engineering inspection and industrial safety Department

Information on the number of concluded contracts for maintenance of gas-consuming systems of natural gas consumers in Kostanay region for the 1st quarter of 2020.

In 2020, the total number of natural gas consumers in Kostanay region was 170,350 subscribers.

The number of consumers who have concluded contracts on maintenance service of gas-consuming systems was 160 010 or 94% of the total number of consumers

Furthermore, not achieving the effect itself is a standard contract approved by decree of the Minister of energy of the Republic of Kazakhstan of 12 November 2014 No. 117, which is for a period of one year. For example, about 700-1000 consumers ' contracts expire every month, which requires re-signing of contracts.

Currently, we are actively working with the population and the Kostanay production branch of JSC "Kaztransgazaimak", certified organizations engaged in maintenance of gas-consuming systems, mayors of cities and districts.

A number of meetings on the implementation of the legislation of the Republic of Kazakhstan in the field of gas and gas supply, industrial safety were held with the Kostanay production branch of JSC "Kaztransgazaimak", the chairmen of service organizations, mayors of cities and districts.

Information about the safe operation of lifting mechanisms (elevators) at housing and communal facilities

As of the 1st quarter of 2020, there are 792 elevators in Kostanay region, including 704 passenger and 88 cargo elevators.

However, out of 792 elevators, 10 require repair (6-passenger, 4-passenger), 298 with expired service life (266-passenger, 32-cargo) require replacement.

In other words, 37.6% of the total number of elevators are in poor condition.
