The preservation, revival and study of historical and cultural heritage in modern conditions are of particular relevance. It is quite natural that in the framework of international law, cultural heritage is considered as part of the environment, and there is a connection with fundamental changes in the socio-economic sphere, as well as with the manifestation of threats of an anthropogenic, ecological and man-made nature. The topic of preserving cultural heritage is far from new for humanity, but it does not lose its significance.
The modern cultural policy implemented in the Republic of Kazakhstan is primarily aimed at ensuring the preservation and effective use of the country's historical and cultural heritage.
In connection with the current epidemiological situation, the analysis of the activities of the departments of culture and language development of Amangeldy, Dzhangeldy districts and Arkalyk for the preservation, promotion of historical and cultural heritage and ensuring its rational use in cultural activities was carried out by studying reports, references, social network pages, etc.
The State list of historical and cultural monuments of local significance of Kostanay region, approved by the decree of the akimat of Kostanay region No. 125 dated March 31, 2020, includes 213 historical and cultural monuments of Amangeldy district (including 209 monuments of archeology, 3 structures of monumental art, 1 architecture and urban planning), 125 monuments of Dzhangeldy district (including 122 monuments of archeology, 3 monumental art), 129 monuments of Arkalyk city (including 122 monuments of archeology, 4 monumental art, 3 – urban planning and architecture). In addition, the sacred map of Kazakhstan included 5 objects of Amangeldy district (3 national, 2 regional importance), 8 Dzhangeldinsky area (1 of them of national importance), 6 the town of Arkalyk (3 national, 3 regional values).
In the Amangeldy district, the promotion and preservation of historical and cultural heritage is being carried out improperly. The requested information is provided poorly and not in a timely manner, often due to the absence of a specialist. Also, the Department of culture does not have up-to-date data on historical and cultural monuments, registration cards for objects of historical and cultural heritage, all photos of objects are outdated and of poor quality. Social media pages are not active in regional cultural institutions, so this year no up-to-date information on the promotion of historical and cultural heritage was posted, and no online events were held. This work is carried out only by the Regional memorial Museum of A. Imanov. Weak work is being done to promote and popularize sacred places, no events are being held in this direction, which is reflected negatively in the reports on the implementation of the rukhani zhangyru program.
In the Dzhangeldy district, not all objects of historical and cultural heritage have accounting documentation and photos. The requested reporting information is not always provided in a timely manner. The district is taking measures to implement the Road map to create appropriate infrastructure and ensure the availability of sacred objects in Kostanay region for 2018-2020. Active work is underway to attract sponsorship funds for the improvement and improvement of the infrastructure of sacred and memorable places. So, in 2020, an information stand, a road sign on the way to the burial site of Beisen bi Baizhanuly were installed,as well as metal fences, a pole with a solar-powered lamp.
Cultural institutions post video presentations and videos on the pages of social networks about historical and cultural monuments, sacred objects of the district, and also conduct offline events to promote historical and cultural heritage. So, this year a field tour of the sacred object "aul sarytubek" (the birthplace of Akhmet Baitursynov) was held. An online lesson for the 135th anniversary of M. Dulatov " History. Personality. One of the shortcomings of the departments ' work is unreliable information about the number and condition of historical and cultural heritage objects that are in the preliminary registration lists.
In addition, there are cases of illegal installation of monuments in the regions, even despite the systematic reminder of compliance with legislation in the field of protection and use of objects of historical and cultural heritage.
So, in Arkalyk, the documents for the bust of Abdigappar Khan installed in 2019 have not been brought into compliance with the current rules for the establishment of monumental art structures. The Department of culture does not include this object in any reporting information, although it is actually installed.
At the same time, the libraries of these regions carry out various activities to promote the historical and cultural heritage.
Popular and popular forms of work include book exhibitions, reviews, presentations, creative and themed evenings. Due to the pandemic, all library events are held online. Links in all these areas are active, the events are informative, and the information deserves attention. The use of social networks, as one of the most effective forms of working with the audience, makes it possible to raise the information service of the population to a qualitatively new level.
Museum events have a positive response among various categories of the population. During the period of quarantine active work on popularization of historical and cultural heritage in social networks was conducted Dzhangeldinsky Museum Torgai, Museum of the history of the steppe region of Arkalyk, less active work - Amangeldy memorial Museum named after A. Imanov.
However, it should be noted that measures for the preservation and promotion of historical and cultural heritage are not systematic, being one-time events. It is necessary to systematize the work on attracting the public, using various forms and methods (actions, public hearings, surveys, etc.). without public participation, effective work on the preservation of cultural heritage is impossible.
When conducting events, it is necessary to interact with cultural and educational institutions, archives, internal policy, public organizations of the region, and the media.
