The dam was built in the floodplain of the Kabyrga river in the Zhangelda district under the leadership of the first professional hydraulic engineer of Torgay-Aisa Nurmanov, who took care of the needs of his people.
The construction of the dam was carried out manually. Construction of the dam was started in 1924 and completed in 1926. The total length of the Kabyrga river barriers, built without a single vehicle, was 17 kilometers.
For the construction of the dam Elbarbary used logs that were transported on camels from Amankaragay. In order to prevent gusts of water from breaking the soil, mats of twigs were woven into it, and bags of earth were filled up on the windward side of the dam.
For two years in a row, residents of two parishes worked here, hauling land, starting from spring until the first frosts. 160 names of people who participated in the construction of this dam, their labor feat will remain in the history and memory of the inhabitants of the Torgay region.
It is popularly called "Aisa dam" after the author of this project, as well as the organizer of the construction of Aisa Nurmanov.
