Kostanay regional universal scientific library named after L. N. Tolstoy

The L. N. Tolstoy Kostanay Regional Universal Scientific Library is the largest information and cultural center of the region.

The history of the library begins in 1894 with the opening of the first public library owned by the city public administration. Since January 1937, in connection with the formation of the Kostanay region, the library was granted the status of a regional one. In 1949, on the 120th anniversary of the great Russian writer L. N. Tolstoy, the library was named after him. The basis for this was the writer's correspondence with the peasants Kustanaysky uyezd of Turgay province. In July 1979, the library moved to a model building specially built in the city center, where it is located to this day. Its area is 6092.6 square meters, the capacity of the book depository is more than 500,000 volumes, the number of seats for readers is 370.

Throughout the history of its existence, the library has been promoting books and reading. The total number of the library's collection is more than 512,786 copies (2021). Most of which readers can take home in the service departments. In addition to maintenance, exhibitions of books and periodicals are created in each department of the library. Events of different thematic orientation are held, both on the basis of the library and on-site.

The library as a social institution reflects the most important socio-political phenomena in the life of the state, therefore, the main guidelines in the work are the priorities of the annual Address of the President to the people of Kazakhstan, as well as other important state documents.

One of the most important areas in the library's activities is local history. Therefore, in 2017, within the framework of the President's program article "A Look into the Future: Modernization of public consciousness", a local history department was organized.

In connection with the reorganization of the Kostanay Regional Universal Scientific Library named after L.N. Tolstoy by joining the municipal state institution "Kostanay Regional Special Library for Blind and Visually Impaired Citizens" from January 01, 2021, a new department for work with blind and visually impaired citizens was opened in the L. N. Tolstoy OUN.

Great attention is paid to the digitalization of library processes in order to preserve the fund and improve the quality of service. There are two digitization projects: "Libraries of the region – keepers of the memory of the region" (digitization of retro newspapers of Kostanay region) and "Kostanay region: history, people, events" (creation of a full-text database of the local history fund).

Free courses on improving digital literacy of the population are held on the basis of the library. On the official website http://www.kstounb.kz/отражается all library activities: information about upcoming and held events, new book receipts, full-text databases, access to an electronic catalog, online book extensions, Virtual help desk services and Electronic document delivery, etc.

Book and reading promotion events are held in close partnership with government agencies and creative intelligentsia (writers, artists, artists). Guests of the library in different years were Sara Nazarbayeva, Abish Kekilbayev, Chingiz Aitmatov, Ivan Shegolikhin, Maurice Simashko and others. Much attention is paid to attracting young people, there are four literary and discussion clubs: "Ak kauyrsyn", "Ark", "Prata Matis" and "Wings" and four amateur clubs: "Gardener" (for lovers of gardening and gardening), "Intelligence Laboratory" (for fans of checkers), "Meeting of friends" (vocal music club), "Doda" (for lovers board games).

Book exhibitions from the library's collections often accompany major events in our region.

The library has a museum of rare books, which stores old valuable publications, books about the history of the region, collections with autographs of authors.

Since 2021, online projects have been launched: "Media literacy for librarians", "Kitap zhane kalamger" and "Readings".

The library actively cooperates with the media, events and exhibitions are covered in the press, library staff are frequent guests of regional TV channels.

The library is a methodological center for the libraries of the region. Educational classes and trainings, seminars, master classes are held for librarians from rural, district and city, school libraries. The staff of the regional library are frequent participants of conferences and forums of national and international scale. In 2017, the L. N. Tolstoy OUN was the organizer of the international scientific and practical conference "The Role of state Libraries in social development". The guests and participants of the conference noted the high level of organization of this event.

In order to exchange experience, improve skills and develop the professional library community, raise the prestige of the librarian profession in 2018, the L. N. Tolstoy OUNB held a "Meeting of young librarians of Kostanay region". The event brought together librarians under the age of 35 from all over the region. In 2020, the II "Meeting of young librarians of Kostanay region" was held online, the III Meeting was held in 2022.

In 2018, the professional project "Days of Libraries of Kostanay region" was launched, the purpose of which is to get acquainted with the experience of city and district CBS, identify innovative forms of work in the activities of state libraries of Kostanay region, increase the role of libraries and books, reading.

In 2019, the State Institution "Department of Culture of the Akimat of Kostanay region" together with the L.N. Tolstoy OUN held an international scientific and practical conference "Seven Facets of the Great Steppe: the role of libraries in the spiritual development of Kazakh society". All participants of the conference agreed that such events contribute to the exchange of experience, improving the professional level of library workers, finding new ways and methods of work, strengthening the role of libraries in society.

In 2021, an international scientific and practical conference "The Library celebrates...: III Daulet readings in the context of anniversaries of the leaders of the L.N. Tolstoy OUN" was held online.

Daulet Readings were established in 2014 to enhance the role and prestige of the librarian profession in society and popularize the scientific heritage of Nazira Kozhakhmetovna Dauletova, our countryman, Honored Librarian of the Kazakh SSR, Candidate of Historical Sciences, who headed the National Library of the Republic of Kazakhstan for many years.

The scientific and practical conference was attended by colleagues of libraries of all systems and departments of the city and region, the head of the National Library of the Republic of Kazakhstan, colleagues from Russia (Yekaterinburg, Orenburg, Chelyabinsk), representatives of the scientific community of the Republic of Kazakhstan.

In 2022, the Department of Culture of the Akimat of Kostanay region and the L. N. Tolstoy Kostanay Regional Universal Scientific Library with the participation of the State Book Chamber of the Republic of Kazakhstan (Almaty), Foliant book publishers (Nur-Sultan), Atamura (Almaty), Qasym baspa uyi (Karaganda), "Karlygash" (Kostanay), Publishing House held a book fair "Kostanay Book Fair". The book fair featured the best literary publications in the state and Russian languages of a wide variety of subjects, which could be purchased at affordable prices. The book fair was accompanied by communication with famous poets and writers, literary and public figures of Kostanay and the region.

In 2021, the L. N. Tolstoy Kostanay Regional Universal Scientific Library became the winner of the republican contest "Okyrmany ozyk olke" ("The most reading region").

In 2020, the L. N. Tolstoy Kostanay Regional Universal Scientific Library became the winner of the republican contest "Rukhani Kazyna – 2020" in the nomination "Best online Project", in 2021 it became the winner in the nomination "Best State Library of Regional Significance" in the same competition, and in 2022 the head of Dyusibaeva Dariha Turebaevna won in the nomination "The best librarian of regional significance".

More than 25,000 readers enroll in the library every year, more than 270,000 people attend and participate in library events, and about 600,000 copies are distributed.
