The per capita regulatory funding program for clubs for children and youth has been launched in Kazakhstan since April 2021 in order to maximize the coverage of children from 4 to 18 years of age with free classes in clubs and sections.
According to the accepted norms, the Ministry of Culture and Sports of the Republic of Kazakhstan develops and approves the Rules and Methodology for per capita regulatory financing of the state creative order. In turn, akimats place a state order and organize work on the selection of suppliers and payment for services.
To get into the creative circle, you will need to join the electronic queue, where data on the availability of available seats is generated for their subsequent distribution. A queue is formed for each type of mug separately. The legal representative of the child can apply. You will need to specify a specific circle or section.
It is allowed to have no more than one application from the legal representative of the child in the queues for the services of sports clubs or creative circles per child nationwide within the framework of state sports, creative and educational orders.
Financing of the state creative order in 2025 amounted to 1.3 billion tenge, in 2024 1.12 billion tenge, in 2023 1.1 billion tenge was disbursed. The number of approved suppliers is 83. Creative circles work in 30 areas, including for children with special educational needs. More than 6 thousand children are covered.
This year, the state creative order is being implemented through the DAMU BALA platform.
Creative circles under the per capita regulatory financing program operate in almost all cities and districts of the region.
The most popular clubs are "National (folk) dances", "Painting, drawing", "Dombyra", "Modern (pop) dances", "Pop vocals".
