Today, at the session of the regional maslikhat, the regional budget was considered in detail and adopted. All planned expenses were considered taking into account the analysis of the existing problems in the field.
We also did a lot of work to optimize costs. For example, we have reduced the costs of landscaping on the projects of the city of Kostanay, reduced the cost of some expensive repairs. Thus, it was possible to reduce the budget by 8.9 billion tenge.
The optimized funds are directed to more significant and necessary projects in the field of housing and communal services, for the development of rural areas and other important areas.

Description of the object:
The building of the water park (swimming pool) with a total area of 4467.8 square meters, built in 2005, located at the address: Kostanay city, Al-Farabi Avenue, 124B, on a divisible plot of land with a total area of 0.6638 hectares, with the intended purpose – for the maintenance of social zone facilities, cadastral number 12:193:009:934, book value 162 210 319 (one hundred sixty–two million two hundred ten thousand three hundred nineteen) tenge 46 tiyn, with equipment book value 8,019 946 (eight million nineteen thousand nine hundred forty-six) tenge 27 tiyn, balance holder - municipal state The institution "Children's and Youth Sports School of Kostanay" of the Department of Physical Culture and Sports of the Akimat of Kostanay region.
Condition of the objects: repair is required.
The guarantee fee for participation in the tender is 5106908 (five million one hundred six thousand nine hundred eight) tenge.
Conditions and requirements of the tender
1) The term of transfer to trust management is 7 years;
2) Carry out major repairs of the building (including ventilation repairs, roof repairs, repair of water supply and sewerage networks, repair of internal wiring of the Facility, etc.) starting from the first year of trust management at own expense;
3) Provide services in the sports and recreation area no later than the third year of trust management;

The amount of remuneration
The maximum amount of remuneration from the trust management is set at 50.
Reimbursement of expenses
It is not envisaged to reimburse the necessary expenses of the trustee in the exercise of trust management by him.
Criteria for determining the winner
The winner is the participant who has offered the smallest amount of remuneration (as a percentage of the net income from the trust management of the founder), but not more than the maximum amount specified in the notice of the tender.
In case of coincidence (equality) of the amount of remuneration of the participants of the tender or closed tender, the winner is the participant who previously registered the application.
Attention! The reason for the rejection of the participant's application by the web portal of the register is the failure to receive the guarantee fee specified in the notice of the tender to the account of a single operator two hours before the start of the tender and/or the presence in the state database of state revenue authorities of information on social payment arrears and tax arrears, except for cases of deferred payment taxes and (or) fees in accordance with Chapter 6 of the Tax Code.

On May 11, 2022, a round table was held on the topic: "Issues of corruption prevention and positive changes in the public service", which was attended by employees of the Finance Department headed by the head of Zhusupova Alma Autenovna. As a special guest, the former head of the Finance Department, currently Deputy director of the CF NAO "Social Health Insurance Fund" Aimukhambetova Saule Tulenovna was invited.
Saule Tulenovna, as an honorary civil servant with many years of impeccable experience in the financial system, shared her experience and told what measures are being taken to prevent corruption in the Social Health Insurance Fund. Conditions and requirements of the tender
1. To provide services in the field of children's health improvement during the summer holidays with the organization of at least 5 shifts annually during the period of trust management of the Facility;
2. The trustee has the right to provide an Object for holding regional seminars, military-patriotic gatherings, tourist and sports events, pedagogical gatherings (instructional fees), fees, children's leisure services, as well as weekend camps for children and adolescents during the period of trust management of the Object during unused time for the provision of services in the field of children's health improvement;
3. To ensure the safety of the Object, the maintenance of the Object and strengthen its material and technical base;
4. Ensure compliance with the Sanitary Rules "Sanitary and epidemiological requirements for children's health and sanatorium facilities" approved by the Order of the Minister of Health of the Republic of Kazakhstan dated April 3, 2018 No. 146;
5. Ensure compliance with the norms and requirements of fire safety, safety and anti-terrorist protection system of the Facility;
6 Carry out environmental protection measures (to prevent forest fires, illegal logging, environmental pollution);
7. Carry out maintenance of the Facility as needed;
8. To carry out annual landscaping of the Site;
9. Persons with medical contraindications registered in a psychiatric and (or) narcological dispensary should not be allowed to work on the organization of recreation and rehabilitation of minor children, on the basis of restrictions provided for in Article 26 of the Labor Code of the Republic of Kazakhstan.
10. The term of trust management without the right of subsequent redemption is 5 years.
