It is not the first year that the state program for the development of productive employment and mass entrepreneurship for 2017-2021 "Enbek" (hereinafter referred to as the Program) has been implemented in the Karasu district.
Within the framework of the Program, there are 3 areas that I would like to tell you more about today.
The first direction is "Providing participants of the Program with technical and vocational education and short-term vocational training". Every year, free retraining courses are held on the basis of the KGKP "Karasu Agricultural College" in the specialties "tractor driver-machinist of agricultural production", "cook". "plasterer-painter", etc. Also, those who want to be trained in the specialties "seamstress", "electric and gas welder", "seller" "cutter" , etc. can be sent to the city of Kostanay. During the training, the participants of the Program are provided with a scholarship, financial assistance for travel, accommodation and medical examination. In 2021, 10 people were sent to retraining courses in the specialty "tractor driver-machinist of agricultural production".
The second direction "Development of mass entrepreneurship" provides for the implementation of the following tasks:
1) training in the basics of entrepreneurship under the "Bastau-Business" project, including in online mode;
2) expansion of microcredit in rural settlements, small towns, towns and single-industry towns, including through the development of anchor cooperation and social entrepreneurship;
3) guarantee of loans/micro-loans in rural settlements and small towns, cities and single-industry towns;
4) provision of state grants for the implementation of new business ideas.
Participants in measures to promote entrepreneurial initiative are unemployed persons, regardless of registration in employment centers, certain categories of employed persons determined by the Government of the Republic of Kazakhstan. This year, 31 people took courses on the basics of entrepreneurship in the Karasu district. Loans have been issued to 11 participants of the Program for the expansion of small businesses through the issuance of micro-loans in rural settlements, in addition, documents for the provision of a micro-loan are being accepted.
Also, within the framework of the second direction, state grants are presented for the implementation of new business ideas.
Grants are provided to participants of the "Enbek" program who plan to implement a start-up business, on a gratuitous and irrevocable basis, in the amount of up to 200 times the monthly calculation index and are used to purchase the necessary inventory, tools, technological equipment, animals, livestock, poultry, etc.In 2021, it is planned to issue 20 grants, of which 6 participants have already received funds for the implementation of their business idea. The commission will hold a meeting on the remaining grant funds at the end of August, applications are being accepted.
The third direction is "The development of the labor market through the promotion of employment and the mobility of labor resources". As part of the third direction, state support measures are provided for the employment of registered unemployed.
Every year, the Employment Center recruits potential participants for referral to active employment promotion measures. Employment in social jobs, youth practice, as well as public works is temporary.
Social jobs are carried out at the request of employers and are financed in the amount of 35% of the established salary by the employer. In 2021, 13 employers and 26 participants of the Program took part in this direction.
The youth practice is intended for the unemployed, from among the graduates of educational organizations implementing educational programs of technical and professional, post-secondary, higher and postgraduate education in their profession (specialty), who completed their studies during the previous three years, and are not older than 29 years. The salary is 25 MCI. This year, 12 young specialists in the received professions are undergoing practical training.
Public works are organized by the employment center of the population to provide the unemployed with temporary employment. The work does not require prior professional training of the employee and has a socially useful orientation. Every year, more than 100 people take part in the organization of public works.
All of the above measures are aimed at providing state support to the unemployed population, everyone can use this right, which ultimately has a positive effect on the situation of the labor market in the district.
To provide the above measures within the framework of the state program "Enbek", citizens need to contact the KSU "Employment Center of the akimat of the Karasu district" at the address of the village of Karasu, A.
