Этический кодекс государственных служащих Республики Казахстан

In order to increase the requirements for the moral appearance and business qualities of civil servants, the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153 approved the Code of Ethics of Civil Servants of the Republic of Kazakhstan.

The Code is aimed at strengthening public confidence in state bodies, forming a high culture of relations in the civil service and preventing cases of unethical behavior of a civil servant.

Ethics in the state apparatus is based on the moral qualities and obligations of employees at various levels, which they must observe in the course of their professional activities. In this regard, in order to implement the five institutional reforms of the National Plan "100 concrete steps", a new stage of development of the Kazakh civil service has started.

With the adoption of the new Law "On the Civil Service of the Republic of Kazakhstan" from January 1, 2016, new concepts of "Ethics Commissioners", "Ethics Councils" were introduced, which are aimed at strengthening discipline. Thus, at the new stage of reforms, special attention is paid to strengthening disciplinary and ethical control in the field of public service.

At the same time, the post of Ethics Commissioner has been introduced, which carries out work on the prevention of ethical offenses and monitors compliance with the Code of Ethics by civil servants.

Both civil servants and any citizen of the Republic of Kazakhstan may apply to the Ethics Commissioner for the protection of their rights.

At the present time, great importance is attached to ethics. A civil servant should be able to work with citizens ' appeals, delve into their problems and make every effort to solve them within the limits of his / her authority. There should be no public servants who are indifferent to the problems of citizens.

In order to adapt the newly accepted young civil servants as soon as possible, the civil service legislation provides for the introduction of the institution of mentoring, when mentors from among the most experienced and qualified employees are assigned to the first-time administrative public positions. They should not only pass on their work experience, but also educate young employees with their personal example, their attitude to work.

For young people who have received the appropriate education, there is a choice – to go into the field of private business or to the public service. I think that the decision to enter the civil service should be considered and considered. Since, the requirements that are currently presented to civil servants are very high.
