The shadow economy refers to the production, consumption, exchange and distribution of material goods that are not taken into account by official statistics and are not controlled by society.
Kazakhstan's economy has a place for both a "normal" economy and a shadow economy. The main source of the shadow economy is economic activity that is not registered by state bodies and takes place in all spheres of the economy. The conditions that destabilize the socio-economic development of Kazakhstan include the shadow economy. The shadow economy causes economic deformations, worsens the quality of state regulation, and distorts the relationship between the state and the economic entity.
Against the background of the current economic crisis, the search for reserves to replenish the Treasury is becoming more urgent every day.
To determine reserves, first of all, you need to understand what needs to be done to stimulate the growth of production of goods and services, how to maximize the withdrawal of entrepreneurs from the shadows and ensure their transition from the unobserved economy to the official one.
Currently, the number of crimes associated with tax evasion is increasing.
Thus, tax evasion in any state is considered a negative phenomenon. This phenomenon leads to a lack of funds in the budget to Finance expenses.
Non-payers of taxes are in a better position in comparison with law-abiding payers, and as a result, they can provoke other subjects of economic activity to similar actions.
In this regard, it is necessary to improve measures to combat illegal non-payment of taxes, which will make it possible to increase the revenue side of the budget.
