Over the past period of 2019 and to date, the Karasu district is working on the implementation of the instructions given by the President of the Republic of Kazakhstan in the Address to the people of Kazakhstan dated October 5, 2018.Tokayev in the Address to the people of Kazakhstan dated September 5, 2019, where one of the tasks was to implement the concept of a "Hearing state".

In the Karasu district, a dialogue between the government and society is ongoing. So, for 12 months of 2019, 1147 requests from individuals and representatives of legal entities were received, including 854 requests at a personal reception. As of January 1, 2020, 1143 appeals were reviewed, 252 of them were fully satisfied, 22 were refused, and 869 were clarified. There were no refusals or discontinued appeals (according to P1 St 7 of the Law "on the procedure for consideration of appeals of individuals and legal entities» refusal to accept requests is prohibited).

In the development of civil society and active participation in public life of the district to accept such non-governmental organization public Foundation "Achy zhanym", public Fund "Our district", public Fund "development of villages of Kostanay region "Shanyrak", public Association "Association of small businesses of Karasu area", Public Association "Children's center "pole".

In order to strengthen inter-religious and inter-ethnic harmony in the society, state institutions and organizations of the district, together with representatives of NGOs of the district, constantly hold various events and meetings with the population.

The work of state bodies on interaction with civil society institutions in the context of implementation of state social orders is being intensified. In 2019, 11 projects totaling 6 million 543 thousand tenge were implemented as part of the state social order.

In the reporting year 2019, the socio-political situation in the district remained stable.
