For the 2019-2020 heating season. Karasu district imported only 31.24 thousand tons of coal (a total of 33.99 thousand tons), including budget organizations-8,699 thousand tons, for the needs of the population - 19.0 thousand tons, state utilities - 5.7 thousand tons.
Two new hot water boilers were purchased for schools in the villages of Lublinka and Herceno at a total cost of 6 million 267 thousand tenge.
New chimneys and flues were purchased and installed for the kindergarten "Balapan" of Karasu village and the Ilyichevsk secondary school at a cost of 4 million 65 thousand tenge.
Connection to centralized heating of multi-apartment residential buildings in the village of Karasu at the address Isakov 69, Komsomolskaya 31A, 31 and 33 was made.
In 2019, the object "Breeding networks of water supply in the village of Chelgashi" was commissioned and put into operation, the total amount of which was 907.7 million tenge. It is 28, 356 km long. Due to the implementation of this project, water was supplied to 489 houses.

According to Article 69 of the Law of the Republic of Kazakhstan "On Housing Relations", citizens of the Republic of Kazakhstan who do not have permanent housing from the communal housing stock in this locality are recognized as needing housing from the state housing stock, if:
1) they do not have a home on the right of ownership in the territory of the Republic of Kazakhstan at the time of registration and at the time of provision of housing from the communal housing fund or the housing fund of a state enterprise;
