According to the explication of the lands of citizens and legal entities as of November 1, 2020, the territory of the Karabalyk region is 686,230 hectares, of which agricultural land - 487,885 hectares, in 2019 - 466,547 hectares, industrial land - 2,191.6 hectares (in 2019 - 2191.6 hectares), land of settlements - 68 459 hectares, forest land - 101228 hectares (in 2019 - 101985 hectares), reserve lands - 43570.1 hectares (in 2019 - 47382.1 hectares).
The area of agricultural land is 67% of the total area of the district or 487,885 hectares, incl. arable land - 369 643 hectares, in 2019 - 344 069 hectares, fallow lands - 1672.4 hectares (in 2019 - 1672.4 hectares), perennial plantations - 366 hectares (in 2019 - 366 hectares), hayfields - 3789 hectares ( in 2019 - 236), pastures - 106 808 hectares, in 2019 pastures - 114 479 hectares.
- 187 farms (in 2019 - 194), on an area of 86 512 hectares, including arable land 61 114 hectares, pastures - 24263 hectares.
- 40 LLP (in 2019 - 32), on an area of 400 168 incl. arable land 307 333 hectares, pastures 82,540 hectares;
As of November 22, 2019, electronic fields have been filled in and digitized:
for pastures 105 523 hectares, which is 92.2% of the plan (114 479 thousand hectares);
for arable land 316 995 hectares, is 92.1% of the plan (344 069 thousand hectares).
The increase in the area of agricultural land was due to the introduction of previously unused reserve lands into agricultural circulation. On January 28, 2020, a competition was held to grant the right for temporary paid long-term land use (lease) for running a peasant, farm, agricultural production, out of 23 lots exposed, 16 winners were recognized in 21 lots, the total area of 4016.5 plots provided is 3636.0 hectares , of which arable land - 1147.2 hectares, pastures - 2488.8 hectares.
Forcibly for the expired period of 2019, by a court decision, 2 land plots with a total area of 364.2 hectares were seized, including arable land - 334.4 hectares, pastures - 29.4 hectares (LLP Togas and K, KH Salykova). Also, by the decision of the SMES of the Kostanay region dated February 18, 2019, a land plot with a total area of 0.3414 hectares was withdrawn (Agro-Ex LLP).
Voluntarily terminated lease agreements for four agricultural land plots with a total area of 322.1 hectares, including pastures of 315.0 hectares (LLP Prirechnoye LA, KH Nagashbaev K.N.) plot with an area of 112.0 hectares (LLP "Istitmar Agro").
The department provides 10 public services, provided on an ongoing basis 8. For 10 months of 2019, 169 public services were provided through the PSC, (E-Licensing), (IIS PSC, PEP). There are no deadlines for violations.
2. Considered 35 applications of individuals and legal entities:
1) Individuals-32, including 22 at a personal appointment;

For 12 months of 2020, 28 meetings of the land commission were held, at which 225 applications were considered, positive conclusions were made - 186 each.
In accordance with paragraph 2 of Art. 43 of the Land Code of the Republic of Kazakhstan, the meeting of the land commission is recorded using audio-video recording.
In the Kostanay region, the Ministry of Agriculture of the Republic of Kazakhstan has developed a pilot project for space monitoring of agricultural lands to identify the facts of their non-use or irrational use.
According to the results of cosmomonitoring, 65 subjects (39247 hectares) were identified. Notifications were sent to land users about bringing the livestock of farm animals into line with the norms of load on pastures.
After monitoring, 8 subjects (7342 ha) were brought into compliance (notifications), 6 subjects (131 ha) with small contours, 6 subjects (1361 ha) at the stage of re-registration.
For 2020, the total number of concluded land lease agreements is 141 agreements, including 72 agreements for agricultural purposes for agricultural production, 69 agreements for settlements; the total area is 5 409.3 hectares;
- the total number of concluded contracts for the purchase and sale of land plots is 29 contracts; of them, in settlements, 29, the total area is 3.4664 hectares;
- the total number of contracts for the purchase and sale of the right to temporary paid land use (lease) is 38, of which 71.801 hectares in settlements.
For the period 2019-2020, at the auction, the right to temporary paid long-term land use (lease for a period of 6 years) was granted on 9 land plots with a total area of 0.9395 hectares, which brought 1,376,264 tenge to the budget of the Karabalyk region.
