The state institution "Apparatus of akim of the Mikhailovsky rural district", is a state body of the Republic of Kazakhstan, which exercises management in the field of information and analytical, organizational, legal and material and technical support for the activities of akim of the rural district, has no departments. Internal analysis of corruption risks was carried out in two areas:
1. In the direction of "Identifying corruption risks in regulatory legal acts", the following were studied: Labor Code of the Republic of Kazakhstan dated November 23, 2015, the Law of the Republic of Kazakhstan "On public procurement" dated December 4, 2015 (taking into account amendments and additions dated June 30, 2016 ), The Law of the Republic of Kazakhstan dated January 23, 2001 "On local public administration and self-government in the Republic of Kazakhstan", order of the Minister of Health and Social Development of the Republic of Kazakhstan dated May 5, 2015 No. 320 "On approval of the Rules for the appointment and payment of state targeted social assistance" and on the basis of the standard regulation on precinct commissions approved by order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated January 28, 2009 No. 29-p, Resolution of the Government of the Republic of Kazakhstan dated June 7, 2017 No. 339 “On approval of the register of public services rendered to physical and legal persons ", standards and regulations of state services meadow provided to the Akim's Office of the Mikhailovsky rural district, the Law of the Republic of Kazakhstan "On the Procedure for Considering Applications of Individuals and Legal Entities" dated January 12, 2007 (with amendments and additions as of May 16, 2018).
According to the results of the analysis, no violations were found.
2. In the direction "Identification of corruption risks in organizational and management activities":
The structure and staffing limit of the state institution "Akim's Office of the Mikhailovsky rural district" are approved in accordance with the current legislation. The number of staff is 4 units (civil servants).
There were no dismissed civil servants for negative reasons.
In the direction of “Identification of corruption risks in organizational and management activities”, no violations of the adopted anti-corruption restrictions and prohibitions were revealed, the team works stably, there is no staff turnover.
3. Analysis to identify corruption risks in the provision of public services:
In the 2nd half of 2020, 1 public service was provided: through the PSC - 0, through the PEP - 0, through Mio - 1, there were no refusals to receive public services rendered in violation of the deadlines, there were no complaints about quality, employees or regarding the terms of provision.
4. Analysis to identify corruption risks in public procurement:
Guided by the Law "On public procurement" and the Rules for the implementation of public procurement approved by order of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015 No. 648, for the second half of 2020, 20 public procurement contracts. These contracts are drawn up and posted on the web portal of public procurement (www.goszakup.gov.kz) of which:
- by way of requesting price offers - 0 contracts;
- from one source for non-completed purchases - 0 contracts;
- open tender - 0 contracts;
- from one source by direct conclusion - 20 contracts.
5. Analysis to identify corruption risks when registering applications from legal entities and individuals:
In the 2nd half of 2020, applications were registered: 7 of them are individuals - 7, legal entities - 0. There were no complaints received in violation of the deadlines. At the personal reception of the akim of the rural district registered - 5.
In the State Institution "Akim's Office of the Mikhailovsky Rural District" according to the schedule, the akim of the rural district conducts a personal reception of citizens. Information about the reception time is posted on the information stand and is published in the media. On the hotline 26-4-32, any citizen has the right to report the facts of violation of the Ethical Code of Civil Servants of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153.
