Technological connection to electric networks

On September 23, 2020, No. 327 of the Order of the Minister of Energy of the Republic of Kazakhstan approved the Rules for Technological Connection to the Electric Networks of Energy Transmission organizations (hereinafter — the Rules). They are developed in accordance with the Law of the Republic of Kazakhstan "On Electric Power Industry" and determine the procedure for technological connection to the electric networks of energy transmission organizations. The rules provide for a fundamentally new approach to joining new facilities. For technological connection, the applicant or his representative submits an application for technological connection of electric installations with an installed capacity of up to 200 kW of business entities to the electric networks of energy transmission organizations in accordance with Annex 1 of these Rules. It should be emphasized that the requirements of the Rules will apply only to the power supply facilities of business entities up to 200 kW. to simplify the process of connection to the electrical networks as much as possible. According to the requirements of the current legislation, obtaining the necessary technical documentation, the implementation of the construction project is carried out by the consumer independently with the involvement of specialized organizations (design, construction and installation, etc.).

The rules provide that technological connection to the networks will be carried out by concluding an agreement with an electric grid organization. For technological connection, an energy transmission organization enters into a contract with the applicant in accordance with a Standard contract for technological connection of electric installations with an installed capacity of up to 200 kW of business entities to the electric networks of energy transmission organizations. It should be noted that this is a completely new direction in the turnkey connection services market. After the conclusion of such an agreement, the consumer will no longer need to face all the technical and documentary subtleties of obtaining access to electricity. The energy transmission organization assumes obligations for the implementation of technological connection to its electric networks, and the business entity undertakes to pay the costs of technological connection. All necessary measures (preparation of technical documentation, preparation of a construction project, construction and installation works, testing, etc.) will be carried out by the electric grid organization within the framework of the obligations assumed from the very beginning and up to the supply of electric energy to the consumer's electrical installations.

At the same time, the current mechanism, when the consumer independently performs all the work, will also remain legal and the right to choose remains with the consumer.

According to paragraph 3 of the Rules, technological connection is carried out in the following cases:

1) connection of newly introduced or reconstructed electrical installations;

2) previously connected electrical installations, the maximum power of which increases up to 200 kW;

3) changes in the external power supply scheme;

4) changes in the category of reliability of power supply of electrical installations;

5) changes in the connection point of electrical installations.

For the information of consumers, we remind that the applicant receives the constructed electrical networks from the energy transmission organization in accordance with Chapter 11 of the Law on Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan.
