According to the order of the Minister of Agriculture of the Republic of Kazakhstan dated June 29, 2015 No. 15-08/590 and the annex to the order dated May 26, 2020 No. 186.
Kostanay GTI KGI in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan provides public services:
- "Issuance of a phytosanitary certificate for the export of quarantined products outside the Republic of Kazakhstan"
- "Issuance of a quarantine certificate for the movement of quarantined products in the territory of the Republic of Kazakhstan"
- "Approval of the import of quarantine objects (quarantine pests) for research purposes"
- "Assignment of a registration number to objects that process grain and its processed products using technologies that deprive seeds and fruits of quarantine weeds of viability, and (or) disinfection and labeling of wood packaging material"
The portal's work schedule is around the clock, except for technical breaks due to repair work (when the service recipient applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan and Article 5 of the Law of the Republic of Kazakhstan dated December 13, 2001 "On Holidays in the Republic of Kazakhstan", the application is accepted and the result of the provision of public services is issued on the next working day or according to the working time schedule established by the service provider).
The public service is provided free of charge. In case of contacting the portal, the status of acceptance of the request for the provision of public services is displayed in the "personal account". Information on the appeal procedure can be obtained by calling the unified contact center for the provision of public services 1414.
The list of documents required for the provision of public services when the service recipient (or his representative by proxy) applies:
- to the service provider to obtain a phytosanitary certificate:
1) an application in the form according to Appendix No. 8 to this standard of public service;
2) an identity document and a document confirming the authority of the representative (for identification):
- to the service provider to obtain a quarantine certificate (the form of public service provision is electronic):
1) the service recipient fills in the application form on the portal in accordance with Appendix No. 16 to this standard of public services, in the form of an electronic document.
2) an identity document and a document confirming the authority of the representative (for identification).
- to the service provider for approval of the import of quarantine objects:
1) an application in the form according to Appendix No. 12 to this standard of public service;
2) an identity document and a document confirming the authority of the representative (for identification).
- to the service provider for assigning a registration number to objects that process grain and its processed products using technologies that deprive seeds and fruits of quarantine weeds of viability, and (or) disinfection and labeling of wood packaging material:
1) an application in the form according to Appendix No. 19 to this standard of public service;
2) an identity document and a document confirming the authority of the representative (for identification).
