In order to prevent the restriction of electric energy of facilities, the disruption of which can lead to a threat to human health and life, disruption of life support facilities, catastrophic environmental, social and economic consequences in the regions, including in the autumn-winter period, The State Institution "Territorial Department of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan for the Kostanay region" informs representatives of continuous power supply facilities about the need to comply with the requirements of regulatory legal acts, regarding the availability of emergency armor acts.
Objects of continuous power supply (hereinafter referred to as ONE) are objects of economic infrastructure of state and private forms of ownership that, due to technological reasons, need continuous power supply, the disconnection of which can lead to the death of people, disruption of life support facilities, catastrophic environmental, social or economic consequences.
In accordance with the Rules and Conditions of Power supply to consumers with emergency reservations, the list of continuous power supply facilities for which the amount of emergency reservation is determined includes:
1. facilities that ensure the security of the state;
2. TV and radio communications;
water supply, sewerage and heat supply companies;
medical institutions;
facilities providing fire safety, the maintenance of which is provided by the budget;
objects of metallurgical enterprises of continuous production of titanium and magnesium by electrolysis method;
objects of the aeronautical organization that provide air traffic services;
objects of poultry farms.
At the same time, the condition for inclusion in the list of ONEIS compliance with the scheme of external power supply of the object in the category of reliability of power supply according to the requirements established by the Rules of electrical installations. The objects are divided into ones of republican and local significance.
For each object included in the list of ONE, energy supply and energy transmission organizations, together with a representative of ONE, draw up an emergency reservation act in accordance with the Instructions for drawing up an emergency and technological reservation act for energy supply.
After drawing up the Act of Emergency reservation, it is sent to the state body that carries out management in the field of electric power industry and the local executive body. In the future, the Act of emergency reservation will be an annex to the contract for energy supply and the contract for the transmission of electric energy.
After receiving the emergency armor certificates, the local executive body determines the total electrical power required to cover the emergency armor, respectively, for each region.
The supply of electric energy in the amount necessary for the normal functioning of each ONE is carried out by the energy supply and energy transmission organization on the basis of a bilateral agreement with the ONE.
