Acceptance of the application and issuance of the result of the provision of the state service "Issuance of a license for the storage and retail sale of alcoholic beverages, with the exception of activities for the storage and retail sale of alcoholic beverages on the territory of its production" (hereinafter – HRRAP) are carried out through the web portal "electronic government" www.egov.kz (IS GBD "E-licensing", http://internal.elicense.kz).
Name of the service provider
Territorial bodies of the SRC of the Ministry of Finance of the Republic of Kazakhstan in the regions, cities of Nur-Sultan, Almaty and Shymkent.
Procedure for calculating and paying fees
The amounts of fees are calculated at the established rates and are paid at the location of the payer of fees before submitting the relevant documents to the authorized state body or before obtaining a license (KBK 105402).
License fee rates for issuing a license for HRRAP
The rates of fees for issuing a license for HRRAP are determined in the amount that is a multiple of the monthly calculation index (MCI) established by the law on the republican budget and effective on the date of payment of such fees, and are calculated when issuing a license:
- in the capital, cities of republican and regional significance – 100 MCI;
- in cities of regional significance and towns-70 MCI;
- in rural areas-30 MCI.
List of documents required to obtain a license for HRRAP
- application in the form of an electronic document;
- an electronic copy of the document confirming the payment of the license fee to the budget;
- an electronic copy of the lease or gratuitous use agreement for stationary premises used for purposes other than permanent residence, located outside the buildings and on the territories of health, education, sports and recreation, sports and technical facilities, gas stations, shopping markets, cultural and leisure organizations on the right of ownership or on the right of temporary possession( use), gratuitous use – in the case of the conclusion of these agreements for a period of less than one year;
- the form of information to the qualification requirements for the implementation of HRRAP activities, in the form of an electronic document, according to the order of the Minister of Finance of the Republic of Kazakhstan No. 60 of 30.01.2015.
Payment of the fee
The payers of the fee are individuals and legal entities that have received a license for HRRAP.
At the same time, the fee rate is set with a reduction in rates with differentiation depending on the administrative-territorial unit(KBK 105434):
- in the capital, cities of national significance and regional centers – 100 MCI;
- in other cities and towns-60 MCI;
- in rural areas-20 MCI.
Payment of the fee is made in equal installments no later than March 25, June 25, September 25 and December 25 of the current year.
