The budget program 053 "lending for reconstruction and construction of heat and water supply and sanitation systems" was developed in accordance with the order of the minister of national economy of the Republic of Kazakhstan dated December 30, 2014 No. 195 "on approval of the rules for the development and approval (re-approval) of budget programs (subprograms) and requirements for their content". The developer is the state institution" Department of Housing and communal services, passenger transport and highways of the akimat of Kostanay". In accordance with Chapter 3 of the order of the Acting Minister of Culture and information of the Republic of Kazakhstan dated April 18, 2025 No. 176-OD "on approval of the rules for posting information on the Internet portal of open budgets and public discussion of passports of budget programs (reports on the implementation of passports of budget programs)", this project was posted for public discussion on the internet portal of open budgets on February 16, 2026.
