The basis for inclusion in the list of voters at a particular polling station is the fact of his registration at the place of residence on the territory of this polling station. Citizens of the Republic of Kazakhstan who have reached the age of eighteen have the right to participate in the elections of constituent deputies. From August 7, 2026, lists of voters by polling stations created at the place of residence are submitted by election commissions to voters for review. Every citizen has the right to check data about himself in the voter list. Applications for inclusion in voter lists, exclusion from them or the need for amendments to voter lists are considered by the relevant Election Commission on the day of receipt of the application. If it becomes known to the voter that no later than thirty days before the election he will not be able to come to the voting room at the place of registration on election day, he has the right to apply to the M & E at his place of residence with a written request to include him in the relevant list (until July 23). When a citizen applies in accordance with this paragraph, the local executive body organizes the exclusion of a citizen from the list of voters at the place of registration and its inclusion in the list of voters of the site where the citizen votes. If a voter cannot come to the vote due to health reasons, care for a sick family member, the precinct election commission, upon their written request, provides voting outside the premises, which must be submitted no later than 12.00 hours on August 23. The precinct Commission, at the request of the voter and after the presentation of his identity document, from August 7 to August 22, when the voter changes his place of stay, issues the voter a write-off certificate for the right to vote. If the voter is on a business trip or, for any circumstances, cannot personally write an application and receive a write-off certificate, then it can be received by a representative of the voter by proxy. The power of attorney does not require notarization. On the day of voting for the provision of a write-off certificate for the right to vote, the precinct commission includes the voter in the list of voters at the precinct where he is located.
