The main tasks of the State Institution "Department of Physical Culture and Sports of AkimatKostanay" is the development of physical culture and mass sports among the population, the promotion of a healthy lifestyle, the formation of awareness among the population of the need for physical exercise, as well as an important factor of spiritual and physical education among young people, the younger generation and the adult population of Kostanay.
The Department forms a Calendar and Financial plan of sports events for the year. All events are conducted strictly in accordance with the plans.
The Department submits a monthly report on healthy lifestyle to the Sports Department, and also prepares and submits an annual statistical report of 1-FC twice a year.
The full–time staff of the Department is 8 units (2 civil servants – head and chief specialist, 6 methodologists), the actual number of 7 employees.
State Institution "Department of Physical Culture and Sports of the Akimat of Kostanay" provides 1 state service:
"Assignment of sports categories: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category and qualification categories: coach of the highest qualification level of the second category, coach of the middle qualification level of the second category, methodologist of the highest qualification level of the second category, methodologist of the middle qualification level of the second category, instructor-an athlete of the highest level of qualification of the second category, a sports judge.
All public services are provided free of charge, in accordance with the Law of the Republic of Kazakhstan "On Public Services".
State Institution "Department of Physical culture and Sports of akimatKostanay" city mass sports events in football, volleyball, basketball, skiing, chess, table tennis, togyzkumalak, asyk ata, powerlifting, etc. are held on an ongoing basis to attract the population to sports.
The Department forms and funds the city's national sports teams to participate in regional sports events, including complex sports competitions.
There are 8 youth sports schools (DYUSSH) in the city of Kostanay, as well as a school of higher sports skills, a club of national and non-Olympic sports, an Olympic reserve training center and a sports club for the disabled with a total enrollment of 7,732 people. In these sports schools, training processes are conducted in specialized gyms, according to the training process. Classes are held free of charge.
There are 472 sports facilities in the city for mass sports.
Currently, the city sports department is working on the implementation of a state social order for the promotion of a healthy lifestyle, popularization of national sports and honoring the achievements of athletes based on the results of the 2026 Kostanay Region Sports Contest, as well as the results of national and international competitions at the end of 2026.
One of the main areas of work of the city sports department is the selection, formation and training, as well as the participation of national teams of the city in regional and city competitions.
