The work of the Department of Housing and Communal Services, passenger transport and highways of the Akimat of Kostanay is focused on improving the quality of life of citizens, sustainable infrastructure development and the introduction of modern technologies.

Goals:

 Reliability and quality of services — uninterrupted supply of water, heat, electricity, timely waste disposal.

 Energy efficiency and modernization — reduction of resource losses, introduction of modern technologies.

 Comfortable urban environment — landscaping of courtyards, landscaping, street lighting, development of public spaces.

 Social accessibility — ensuring equal access to services for all categories of the population.

 Ecological sustainability — reduction of negative impact on the environment, development of waste recycling.

 

Automotive network infrastructure

The total length of highways is 423 km, including 12 km of national significance and 7.5 km of regional significance. According to the types of pavement, the roads of the regional center are divided into roads with asphalt pavement – 421 km, unpaved – 2 km.

- There are 423 land plots in the city (including avenues, streets, alleys, driveways, blocks, and neighborhoods).

- Transport interchanges – 10 pcs., (Koblands of Batyr – Kievskaya, Koblands of Batyr – Ordzhonikidze, Maulenova – Uralskaya, Karbysheva – Uralskaya, Karbysheva-Abaya, Baymagambetova – V. Internationalistov – Abaya, Roundabout in the city of Tobyl, Roundabout between the villages of Krasny Partizan – the road to the village Druzhba, Maulenova – O. Doschanova, Gagarina – K. Donenbayeva, Al-Farabi – Krasny Kuznets).

- Overpasses - 4 pcs. (Narrow-gauge, Gagarina, Abaya, Uralskaya).

- Bridges – 2 pcs . (Kostanay – Tobyl, Kostanay-Zarechny).

There are 550 courtyards in the city, 515 of which have been renovated. There are 35 yards left to repair.

 

Passenger transportation 

The urban and suburban route network of regular passenger services includes 38 routes, of which 20 are urban and 18 are suburban. The length of the urban and suburban route network is 818 kilometers, taking into account the distance between the final points of the route. There are 404 stops on the routes.

The urban and suburban route networks are serviced by 8 carriers (IP Bruner A.V., Turistotranservice LLP, PC Altair, Zharyk Zhol-1 LLP, STA Company LLP, IP Mukanov R.D. IP Toporov K.A., IP Zholbarys).

The fare for passengers on urban routes for non–cash payment is 100 tenge, for cash payment - 170 tenge.

 

City parks 

1. The park along the Gasek.

The arcade of the central entrance, the height of the tallest arch is 10.5 m, the height of the lowest arch is 7.2 m; a complex of cascading fountains, walking paths, a ski-roller track, playgrounds for children, exercise equipment.         2. Pritobolsky Park, left bank.

There are walking paths and viewing platforms in this park. The walking paths area includes pedestrian paths in three tiers, and 7.5 km wide iron-concrete stairs.

3. Central Square.

The total area of the park is 63723 m2.

There is a simulator complex "Workout" in the amount of 1 unit.

There is 1 large fountain and 1 Pedestrian fountain.

4. Pritobolsky Park, right bank.

5. Victory Park.

The total area of the park is 94,900 m2. The pavement area is 19312 m2. There are 61 monuments and 14 military equipment installed in the park.

6. Park "Boulevard of Youth"

Paving slabs is 9658 m2. The lawn area is 15,620 m2. There are 7 fountains, 1 football field, 2 Workout equipment complexes, 1 public toilet, 1 volleyball field.

 

Storm sewer system

There are 3 hydraulic structures in the city of Kostanay (the Southern Bypass Canal, the Gagarin overflow dam, and the Nagornaya Ditch). These GTS are on the balance sheet of the State Institution "Department of Housing and Communal Services, PT and AD AkimatKostanay". 

The network of the urban storm sewer system is located throughout the territory and is made both externally (trays, channels through the ground, three logs passing through the entire territory of the city) and underground (pipelines of various diameters passing under overpasses, roads and residential areas). 

The main flow of meltwater passes through the natural logs "Abil-Sai", "Kostanay-Sai" and "Town-Sai". These logs have a soil base, and there are mostly private buildings on both sides of the Abil-Sai and Kostanay-Sai logs.

 

Fountains of the city 

To date, there are 26 fountains in the city of Kostanay (18 stationary and 8 floating).

As of today, all fountains have been reconstructed and are in full working condition.

 

Improvement of children's sports grounds 

There are only 550 courtyards in the city of Kostanay, 340 of them are landscaped or (62%). 

 

Street lighting 

The length is 423 km (18042 units of lamps), of which 11754 are dimmed and 6288 are LED.

Traffic light objects – 153 units, all of them are LED. Of these, 111 units are in the unified ASUDD system.

Current maintenance of streets and common areas

To date, 6 organizations have been involved in the maintenance of streets and public areas in Kostanay.:

- Taza Zhol LLP, the central part of the city, area 919,925 m2;

- KGS LLP, Western part of the city, area 994,791 m2;

- ABZ Plus LLP, Southern part of the city, area 928,398 m2;

- Conglomerate KZ LLP, Eastern part of the city, area 704,642 m2;

- DK Maksat LLP, Northern part of the city, area 706,322 m2 ;

- STA Company Settlements LLP, area 664,900 m2 .

In total, 387 units of equipment are involved in the city during the winter period.:

- Taza Zhol AT LLP - 92 units.

- DK Maksat LLP – 62 units.

- ABZ Plus LLP - 92 units.

- Capital Group Soyuz LLP - 79 units.

- Conglomerate LLP - 62 units.

As part of the ongoing maintenance and common areas of the city, the above-mentioned organizations carry out the following types of work in winter and summer: cleaning of large debris, snow and ice, sidewalk sectors, bus shelters, parking pockets. Mechanized cleaning of the roadway, instrument panel, and pedestrian zones is performed. Permanent duty of work crews is organized. At each site assigned to contractors, there are from 77 to 140 bus shelters, which are cleaned daily (404 bus shelters in total). Snow removal, snow shaft formation for subsequent removal, chipping and removal of snow seals and ice formations, mechanized street sweeping, reagent spraying, grading of city streets, cleaning of the instrument panel, sidewalk cleaning, dimpling, road marking, tree crowning, sidewalk construction, installation of bus shelters, planting and tree maintenance, painting of street lighting poles and MAFas, etc.
