The State institution "Department of Culture and Language Development of the Akimat of Kostanay" is a state body of the Republic of Kazakhstan that provides leadership in the field of culture, leisure, and language development of Kostanay.
The network of cultural institutions in Kostanay includes the Miras City Palace of Culture, cultural and leisure centers in the district.Kostanay – 2 and the Druzhba residential area, the N.Ostrovsky City Library, the Pushkin City Children's Library and 10 branch libraries.
There are 26 creative collectives working in the Miras GDK, 5 have the title of "Folk" (choir "Ivushka", choir of the Kazakh song "Ak Dariga", municipal brass band, choir "Kostanay Dawns", municipal pop and jazz orchestra (ruk. Evsyukov A.S.).
The book collection is 306842 copies, including 76245 copies in the state language.
All libraries are computerized and have access to Internet resources.
One of the activities of the institution is to preserve and study the historical and cultural heritage of the city. Historical and cultural monuments located on the territory of the Republic of Kazakhstan, regardless of whose ownership they are, are subject to state registration.
Currently, there are 49 monuments in Kostanay, including 3 monuments of national significance, 46 monuments of local significance, 78 historical and cultural sites, and 108 memorial plaques.
