State institution "Management of energy and public utilities of akimat of Kostanay region" was established in accordance with the Law of the Republic of Kazakhstan "About local government in the Republic of Kazakhstan", resolution of the Government of the Republic of Kazakhstan from March 20, 20008, №276 "On amendments to some decisions of the Government of the Republic of Kazakhstan" on the basis of the decision of Kostanay region akimat from April, 14th, 2008 №222 "On renaming the state institution "the Department of energy and public utilities of Kostanay region".
On November 14, 2011, the state institution "Department of energy and utilities of the Kostanay region akimat" was renamed to the state institution "Department of energy and housing and utilities of the Kostanay region akimat" on the basis of the resolution of the Kostanay region akimat dated November 14, 2011 No. 475.
1) implementation of management functions in the field of energy and housing and communal services, energy conservation of the region;
2) implementation of state programs aimed at solving current and long-term strategic development tasks within its competence;
3) participation in the development and implementation of programs of the state energy, housing and communal policy and infrastructure development of the region;
4) in cooperation with all participants (suppliers and consumers), ensuring a stable supply of heat, electricity, water, gas, and sanitation to the region.
1) analyzes the activities of supervised enterprises in the region;
2) participates in public procurement, as well as independently conducts public procurement within its competence;
3) monitors and evaluates the implementation of budget programs on issues of its competence;
4) ensure the use of financial resources within the limits of public procurement for programs, the administrator of which is;
5) participates in the development of regional programs for the development of supervised industries and monitors, prepares reports on the implementation of acts of the President and resolutions of the Government of the Republic of Kazakhstan, regional programs, resolutions of the akimat, decisions and orders of the regional akim on issues of their competence;
6) analyzes, adjusts and contributes to the implementation of priority programs for the development of gas supply, energy, water supply, Sewerage and housing and communal services in the region;
7) coordinates the activities of subordinate enterprises of the region to prepare for work in the autumn-winter period;
8) contributes to the implementation of legal requirements in the field of operation of the state housing Fund, enterprises and structures of public utilities that are in communal ownership;
9) participates in the development and implementation of energy saving programs, organizes the implementation of measures for the development of the energy industry and housing and communal services;
10) analyzes, adjusts and promotes the implementation of energy and energy-saving policies in the region and infrastructure development;
11) coordinates the implementation of energy-saving technologies and equipment;
12) participates in the development and implementation of programs for gas supply, electricity supply, heat supply, water supply and sanitation, material and technical equipment of public utilities, major repairs of condominium facilities, emergency housing or demolition of emergency housing;
13) prepares proposals for the placement of energy facilities and complexes;
14) implement state policy in the field of public-private partnership within their competence;
15) organizes and conducts the state geological study of subsurface resources for underground water for household and drinking water supply of localities;
16) carries out investigations of technological violations on heat networks (main, intra-quarter);
17) controls the preparation and implementation of repair and restoration works on heat networks and boilers with a capacity of up to 100 Gcal per hour and their operation in the autumn and winter period;
18) develops acts on approval of norms of consumption of utilities for gas supply, electricity supply, water supply, water disposal and heat supply for consumers who do not have metering devices;
19) approves the investment program (project) a natural monopoly entity that provides regulated services on the relevant territory of an administrative-territorial unit included in the local section of the State register of natural monopoly entities;
20) analyzes information on the implementation of the investment program (project) of a natural monopoly entity included in the local section of the State register of natural monopolies in order to improve the quality and reliability of regulated services (goods, works);
21) develops acts on approval of the rules for the provision of public services and other acts in the field of energy and housing and communal services;
22) develops and submits for approval to the maslikhat the rules for preparing and conducting the heating season and registration in accordance with the established procedure;
22-1) develops and submits for approval to the maslikhat the rules for burial and organization of the case for the care of graves in the Kostanay region;
23) implements measures to subsidize the cost of services for supplying drinking water from particularly important group and local water supply systems that are non-alternative sources of drinking water supply;
24) performs other functions in accordance with the legislation of the Republic of Kazakhstan.
1) within its competence, make proposals to the Governor of the region on the main directions of socio-economic development, priorities and strategies for the development of the region;
2) make proposals to the Governor of the region, local and Central Executive bodies to change or cancel the acts adopted by them that hinder the implementation of the strategic development program of the region;
3) request and receive information from the relevant state authorities, organizations, institutions and enterprises within their competence to perform the tasks assigned to the state institution "Department of energy and housing and communal services of the akimat of Kostanay region" ;
4) participate in the development of the energy saving program and monitor its implementation;
5) sign agreements and other legal acts on issues of their competence;
6) participate jointly with other state bodies in the development and implementation of measures for the economic recovery of supervised enterprises;
7) to carry out its activities in accordance with the work plans and regulations of the state institution "Department of energy and housing and communal services of the akimat of Kostanay region»;
8) employees of the state institution "Department of energy and housing and communal services of the akimat of Kostanay region" are required to carry out their activities in accordance with the work plans, regulations on the state institution, as well as approved job descriptions within the current legislation of the Republic of Kazakhstan;
9) ensure compliance with the requirements of the current legislation of the Republic of Kazakhstan in the implementation of its activities;
10) exercise other rights and bear other obligations in accordance with the legislation of the Republic of Kazakhstan.
