In the Strategy of development of Kazakhstan until 2030, one of the long-term priorities is the creation of a professional state. The implementation of tasks in creating a highly professional public service and an effective management structure is largely due to the professionalism of the civil servant.
Meanwhile, the image of the public service, which has an important functional and status significance, is an indicator of the level of public confidence in the state apparatus and a criterion for evaluating the effectiveness of management activities by the society. The image of the civil service as a whole is directly related to the image of the civil servant, since the image of the employee is associated with the issue of trust in public authorities, otherwise the activities of public authorities become ineffective.
In this regard, the President of the Republic of Kazakhstan N. A. Nazarbayev at the anti-Corruption forum of the NDP "Nur Otan", announced the following ethical standards that allow to maintain and increase the level of public trust:
1.a Civil servant must be able to dispose of power and authority and at the same time be honest.
2.In the public service, you need to work for the benefit of the state, not for your own well-being, not to confuse public funds with your own pocket.
3.An official should live without fear of the question " What do you live on?", since there should be no reason for the appearance of pictures of his villas, high fences around them and expensive foreign cars.
4.It is important to live in full compliance with the requirements of the law.
5.It is necessary to work in any position, in any position, so that under no circumstances do you lose the trust of the people, the citizens of your country.
6.A Kazakh civil servant should be an example of justice, modesty, and be able to behave among people.
7.Before leading a team, they must learn to obey themselves, to be able to do what they require from their employees.
8.It is necessary to immediately intervene and take measures if you see that the interests of the state are being harmed or a corruption act is being prepared.
The current reform of the civil service involves the formation of effective personnel mechanisms: an effective and transparent procedure for entering the civil service, the possibility of continuous professional development of civil servants, the relationship between work results and the incentive system. In the new model of public service, the priority should be to create a positive image of the public service, including timely informing and responding to citizens ' requests, and creating a favorable opinion about the actions of government agencies. In forming a positive image of the public service, the main directions are, respectively, improving the quality of public services and establishing public relations.
