K.Aksakalov: "It is necessary to pay special attention to the implementation and elaboration of new investment projects"

Two issues were considered at the staff meeting chaired by Akim of Kostanay region K. Aksakalov. In particular, the results of the socio-economic development of Kostanay region in January 2024, measures to ensure employment in 2023 and tasks for 2024 were discussed.
The Head of State instructed to ensure annual economic growth of at least 6%. This milestone is possible only with a monthly investment of at least 50 billion tenge.
At the same time, it is necessary to pay special attention to the implementation and elaboration of new investment projects.
All projects are financed through state support measures, akims only need to carry out appropriate work with entrepreneurs and ensure high-quality and timely implementation of planned projects.
"All the plans of the akims of districts and cities will be taken under control and we will see how they will be implemented at the end of the year," the governor of the region said.
Regarding the construction sector, the governor of the region noted that this year it is planned to introduce 500.0 thousand square meters of housing or 5.0 thousand apartments in the region.
For several years, there has been a steady increase in the rate of housing commissioning and construction and installation work.
The growth in the volume of commercial housing construction indicates favorable conditions for investment. More than 75% of housing is being built through private investment.
The main volume of housing construction falls on the regional center and cities, however, it is also necessary to carry out appropriate work in the districts.
Last year, within the framework of memoranda concluded between akimats and entrepreneurs, the construction and reconstruction of houses in rural areas was carried out. However, the potential of some regions has not been properly realized.
This year, this work needs to be continued and ensure growth compared to last year.
Financing of measures to ensure employment of the population increases annually. In 2024, 4.2 billion tenge is provided for these events, which is 5% more than last year (2023 – 4.0 billion tenge).
This year, it is planned to cover about 44 thousand people with employment measures in the region and create about 20 thousand new jobs through all programs, therefore, these measures must be kept under control and ensure their high-quality implementation.
The implementation of major investment projects contributes to the creation of new jobs.
So, this year a project for the construction of an iron foundry will be implemented, where about 500 jobs will be created. In addition, a plastic painting workshop is planned to be commissioned, which will create 100 new jobs.
Also this year, it is planned to launch 2 projects for the production of Honchi and Skoda cars, 250 new jobs will be created.
Regarding projects in rural areas, I would like to note that this year it is planned to build 10 dairy farms, more than 150 new jobs will be created.
In addition to providing employment measures and implementing investment projects, the state continues to create conditions for citizens to develop their own businesses.
The Auyl Amanaty program has been operating in the region for the second year. Last year, the financing of the program amounted to 1.6 billion tenge (279 loans were issued).
This year, we have provided 3.8 billion tenge for this program, which
is 2.4 times more than last year. It is planned to issue about 580 loans and create more than 600 jobs.
This program has shown its effectiveness. There are a lot of positive examples throughout the region, where citizens in rural areas were able to increase their incomes and open their own production.

Areas of oilseeds, fodder crops and sugar beet will be increased in Kazakhstan

Deputy Prime Minister Serik Zhumangarin listened to the progress of the implementation of the program for the diversification of acreage.

Vice Minister of Agriculture Azat Sultanov said that in general, the sown area of the 2024 season will amount to 23.9 million hectares. This is 115.6 hectares less than last year. The crops of wheat (-439.2 thousand hectares) and barley (-129.5 thousand hectares) will be reduced. At the same time, it is planned to increase the crops of oilseeds (by 414.7 thousand hectares) and forage crops (by 96.4 thousand hectares). It is expected to reduce the areas allocated for such moisture-intensive crops as cotton (-16 thousand hectares) and rice (-6.4 thousand hectares).

The largest amount of wheat acreage will be reduced in the Akmola region (-251.3 thousand hectares) and diversified for oilseeds – from 198 thousand hectares in 2023 to 400 thousand hectares in 2024. Oilseed crops will also increase in Kostanay (+85 thousand hectares), North Kazakhstan (+65 thousand hectares), Abai (+11 thousand hectares), Pavlodar (+11 thousand hectares) regions.

In general, in 2024, the largest areas for oilseeds in Kazakhstan will be allocated in North Kazakhstan region (751 thousand hectares), Kostanay (746 thousand hectares) and, taking into account plans, Akmola regions. In East Kazakhstan region, 219 thousand hectares will be sown with oilseeds, which is 9 thousand hectares more than in 2023.

"Taking into account the capacities of processing enterprises and market conditions, we consider it necessary to work on reducing the area of corn in the Almaty region and the Zhetisu region by 15 thousand hectares. Due to the reduction of grain, it is necessary to increase the area of highly profitable priority crops. In particular, it is planned to increase oilseed crops to 3.2 million hectares this year. Akimats themselves can determine the priority of the planned acreage of oilseeds, based on the capabilities of farmers and the availability of material and technical base," Azat Sultanov said.

 Special attention was paid at the meeting to the issue of increasing forage crops. Taking into account the ongoing work on increasing dairy production and the development of animal husbandry in the regions, a solid feed base is needed. In total, it is planned to increase fodder crops by 96.4 thousand hectares this year.

Plans were also noted to increase the area of such a socially significant crop as sugar beet by 13.3 thousand hectares, which will bring its crops to 26.3 thousand hectares.

It is worth noting that the state provides comprehensive support to sugar beet producers: they are paid 25 thousand tenge per ton upon delivery for processing. Also, from December 10, 2023, the reimbursement rate for the purchase of special equipment by beet growers has been increased to 50%.

In order to increase the use of fertilizers by Kazakhstani farmers and minimize corruption risks in this area, an advance subsidy mechanism is currently being worked out.

"The fact that the Ministry of Agriculture is changing the culture of interaction between the regions and the Government, indicating indicators within the framework of state policy in the field of agriculture, was discussed at a Government meeting in January. We calculate and bring to you the indicators that need to be implemented or finalized together with us, taking into account the specifics of the region. The work on the diversification of acreage should be designed for a 5-year period and the responsibility of the regions is to fulfill it qualitatively, having worked out the possibility of allocating funds from budgets to support the production of crops necessary for the country," Serik Zhumangarin stressed.

Measles prevention

In accordance with Resolution No. 7 of November 1, 2023, from November 6 of this year, additional mass immunization against measles, rubella and mumps (hereinafter referred to as DMI against measles) began in Kazakhstan for children aged 6 months to 10 months and 29 days. From December 5, 2023, children from 2 years to 4 years, 11 months and 29 days old, regardless of the vaccination status against measles, as well as medical workers and employees of health organizations who do not have preventive immunization against measles after receiving the informed consent of the vaccinated person and parents (legal representatives)
Measles is a highly contagious acute viral disease that is transmitted by airborne droplets and can lead to serious complications and death.
Between 2000 and 2021, measles vaccination prevented 56 million deaths.
Despite the availability of a safe and cost-effective vaccine, an estimated 128,000 measles deaths were reported worldwide in 2021, mostly among unvaccinated or under-vaccinated children under the age of 5.
In 2022, about 83% of the world's children received one dose of measles vaccine during the first year of life as part of planned public health care, which is the lowest rate since 2008.
Measles is a highly contagious infectious disease caused by a virus. The measles virus spreads easily when an infected person breathes, coughs or sneezes. Infection can cause serious illness, complications, and even death.
Anyone can get measles, but most often it occurs in children.
Measles affects the respiratory tract and then spreads throughout the body. Symptoms include fever, cough, runny nose and rash all over the body.
The COVID-19 pandemic has disrupted the normal operation of surveillance and immunization services. The suspension of immunization services and the decline in immunization rates and the weakening of surveillance worldwide have left millions of children vulnerable to preventable diseases such as measles.
No country in the world is protected from measles, and in areas with low levels of immunization, favorable conditions are created for the circulation of the virus, which increases the likelihood of outbreaks and puts all unvaccinated children at risk.
Transmission of infection
Measles is one of the most contagious diseases in the world, transmitted through contact with infected nasal or laryngeal secretions (coughing or sneezing) or inhalation of air that a person with measles breathed. The virus remains active and contagious in the air or on infected surfaces for up to two hours. Because of this, it is extremely contagious, and one person infected with measles can infect 9 out of 10 unvaccinated people who are in close contact with it. The measles virus can be transmitted by an infected person over a period of time starting 4 days before the rash appears and ending 4 days after it appears. Children under 5 years of age and adults over 20 years of age are at the greatest risk of dangerous complications.
The most effective way to prevent measles and its transmission is vaccination. The vaccine is safe and helps the body fight the virus.
Signs and symptoms
Measles symptoms usually appear 10-14 days after exposure to the virus. The most noticeable symptom of measles is a pronounced rash.
Early symptoms usually last 4-7 days. They include:
runny nose;
cough;
redness of the eyes and lacrimation;
small white spots on the inner surface of the cheeks.
The rash appears about 7-18 days after contact with the virus, usually on the face and upper neck. It spreads over about 3 days, eventually protruding on the arms and lower extremities. After 5-6 days, the elements of the rash turn pale and fade away.
Most deaths in measles are caused by complications associated with this disease.
