The mission of the Department of Entrepreneurship and Agriculture of the Akimat of Denisovsky district is the high-quality and timely implementation of state policy in the field of entrepreneurship and agriculture in the territory of Denisovsky district.
Tasks:
1) participation in the implementation of state policy on entrepreneurship and agriculture;
2) development of infrastructure to support small businesses;
3) informational, legal and methodological support of business entities and agriculture;
4) ensuring the food security measures of the district, the formation of an effective development of the agribusiness system;
5) ensuring the rational and efficient functioning of the agro-industrial sector of the district;
6) creation of favorable conditions for attracting investments into the economy of the district;
7) development of the agro-industrial complex and rural areas.
Functions:
1) participates in the formation and implementation of a unified state policy in the field of entrepreneurship and agriculture, coordination of activities in this area of local executive bodies, interaction with public associations and other state and non-state structures for the implementation of state programs;
2) participates in the selection and evaluation of projects of business entities and agriculture in accordance with the priority areas defined in the program documents;
3) participates in the development of proposals for draft regulations on industrial and innovative development and trade, as well as protection, support and development of entrepreneurship and agriculture;
4) implements measures for the formation and establishment of infrastructure to support entrepreneurship and agriculture;
5) monitors the implementation of investment and innovation projects;
6) analyzes the volume of retail turnover and the level of prices for goods and services;
7) interacts with state authorized bodies, enterprises and organizations on trade and development of the consumer market of the district;
8) monitors the implementation of quality management systems that comply with international standards;
9) performs the functions of managing the agro-industrial complex of the district;
10) ensures the implementation of programs for the development of the agro-industrial complex and rural areas;
11) attracts investments to accelerate economic growth and increase the export potential of agricultural production;
12) monitors the domestic market of agricultural products and processed products, monitoring the processing of agricultural products;
13) assists in the development of marketing services and the formation of an information support system for the agro-industrial complex;
14) conducts an analysis of human resources potential, forecast of the need for specialists for agricultural production;
15) promotes the rational use of the production potential and opportunities of the district in self-sufficiency;
16) provides advisory assistance in holding regional seminars, exhibitions on the development of agricultural machinery, leasing of equipment and agricultural machinery;
17) analyzes data on the availability, needs of agricultural machinery, spare parts, fuels and lubricants and provides assistance in their acquisition;
18) provides advisory assistance to agricultural producers in carrying out phytosanitary measures against diseases and pests of agricultural plants;
19) exercises state control in the regulated sphere, organizes and conducts control in the field of seed production of agricultural plants, makes a proposal for the development of standards for the quality of seed material;
20) interaction and control over accredited seed examinations, over the use of seeds of state resources, monitoring of seed resources;
21) checks certified legal entities and individuals in the field of elite seed production, seed production 1,2,3 reproductions;
22) prepares statistical reports on seed resources;
23) carries out state technical inspection in the field of agro-industrial complex;
24) conducts state registration of tractors and self-propelled chassis and mechanisms made on their basis, trailers for them, special cross-country vehicles with the issuance of relevant documents and state registration plates, registration and registration of persons using these vehicles and trailers;
25) performs registration of the pledge of movable property;
26) carries out certification of machine operator personnel, carries out replacement and issuance of certificates;
27) conducts an inventory of agricultural machinery;
28) implements measures aimed at increasing productivity for the conservation and development of livestock breeding in the district, carrying out information and analytical work and monitoring the movement of all types of animals and poultry in rural districts in all forms of ownership and personal farmstead;
29) conducts operational reporting on herd reproduction and artificial insemination of breeding stock of cattle;
30) provides public services in accordance with the legislation of the Republic of Kazakhstan;
31) performs other services established by the legislation of the Republic of Kazakhstan.
