Mission, main tasks, functions
The mission of the state institution "Department of Housing and Communal Services, Passenger Transport and Highways of the Denisovsky district Akimat": the formation of a full-fledged living environment of the population, the development of infrastructure in the areas of housing and communal services, road transport, highways of the Denisovsky district
Tasks:
1) ensuring the smooth functioning of the transport and engineering infrastructure of the district within its competence;
2) other tasks, in accordance with the legislation of the Republic of Kazakhstan.
Functions:
1) coordination and control of the activities of the subordinate enterprise in preparation for work in the autumn-winter period;
2) carrying out measures to preserve the communal housing stock;
3) monitoring of the implementation of works on the improvement and sanitary cleaning of the territories of the settlements of the district;
4) management of roads and road enterprises that are in the communal ownership of the district;
5) implementation of state control in the production of works on the construction, reconstruction, repair and maintenance of public roads of district significance;
6) collection of data on the implementation of energy saving and energy efficiency measures;
7) organization of works on construction, reconstruction, repair and maintenance of public roads of district significance, in accordance with the legislation of the Republic of Kazakhstan on public procurement, in the field of public-private partnership and on concessions;
8) management of the network of public roads of regional significance;
9) organization of regular rural, intra-district transportation of passengers and baggage, approval of their routes, organization and holding of competitions for the right to service them and approval of the route schedule;
10) maintaining a register of individual entrepreneurs and legal entities that have submitted a notification of the beginning of their activities as a taxi carrier;
11) implementation of measures aimed at energy saving and energy efficiency improvement;
12) implementation of the state policy in the field of municipal waste management;
13) interaction with suppliers and consumers for the purpose of stable supply of the district with heat and electricity, water, gas, water disposal;
14) ensuring the availability and quality of public services in accordance with the legislation of the Republic of Kazakhstan;
15) performing other functions in accordance with the current legislation of the Republic of Kazakhstan.
Functions of the Office:
1) production, transmission and distribution of thermal energy;
2) water supply;
3) water disposal;
4) disposal of municipal waste.
In accordance with the Law of the Republic of Kazakhstan "On Housing Relations" of April 16, 1997 (hereinafter referred to as the Law), housing from the communal housing stock or housing rented by a local executive body in a private housing stock is provided for use by citizens of the Republic of Kazakhstan who are in need of housing and are registered as permanent residents in this locality, not having in permanent use in this locality housing from the communal housing stock and not having housing on the right of ownership in the territory of the Republic of Kazakhstan at the time of registration and at the time of provision of housing from the communal housing stock, related to:
to veterans of the Great Patriotic War;
orphans, children left without parental care;
mothers with many children, awarded with "Altyn alka", "Kumis alka" pendants or previously received the title "Mother-Heroine" , as well as awarded with the Orders of "Mother's Glory" of the first and second degree, large families;
socially vulnerable segments of the population specified in the sub-paragraphs 1-1) – 5), 7), 8), 10) and 11) Article 68 of the Law, who have a total average monthly income for the last twelve months before applying for housing for each family member below 3.1 times the subsistence minimum established for the corresponding financial year by the law on the republican budget. The coefficient of 3.1 times the subsistence minimum does not apply to children with disabilities;
civil servants, employees of budgetary organizations, military personnel, candidates for cosmonauts, cosmonauts, employees of special state bodies and persons holding state elected positions;
citizens of the Republic of Kazakhstan, whose only dwelling is recognized as an emergency in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
According to the Law, housing from the communal housing fund or housing rented by the local executive body in a private housing fund is provided to citizens who are registered in need, in order of priority.
The primary right to receive housing from the communal housing stock or housing rented by the local executive body in a private housing fund is granted to veterans of the Great Patriotic War, orphans and children left without parental care, mothers with many children awarded with the Altyn Alka, Kumis Alka pendants or who previously received the title of "Mother-Heroine", as well as those awarded with the Orders of" Maternal Glory " of the I and II degrees, large families.
On the basis of the above, taking into account the current housing legislation, housing from the communal housing stock is provided in the order of priority established by the lists.
