Information is circulating on social networks that the rates of customs duties have allegedly increased during the “customs clearance” of cars imported into the territory of the Republic of Kazakhstan. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan officially denies this information.
It should be noted that the rates of customs duties are set by the Eurasian Economic Commission (Decision of the EEC Council No. 80 dated September 14, 2021) and these rates are mandatory for the Republic of Kazakhstan.
Duty rates for passenger cars in 2022 remained unchanged. On the contrary, by the Decision of the Council of the Eurasian Economic Union No. 39 dated March 17, 2022, a privilege was granted for exemption from the 15% duty rate on electric vehicles in case of submission of the relevant documents determined by the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
Decision No. 46 of April 5, 2022 also introduced a 0% import customs duty rate for certain categories of “sensitive” goods, such as raw materials and materials for the production of finished products (pharmacy, food industry).
At the same time, the customs value of goods is determined in accordance with Chapter 5 of the Customs Code of the EAEU (six methods for determining the customs value of goods) and the Decision of the Board of the Eurasian Economic Commission dated March 27, 2018 No. territory of the Eurasian Economic Union.
When buying cars, citizens are recommended to carry out customs clearance by contacting the territorial bodies of state revenues.
If there are facts of illegal actions and other grounds for appeal, you can contact the short number 14-14 or 8-7172-71-81-71.
It should also be noted that the recycling fee and customs duty are different in nature and cannot replace each other.
For information, tariff policy measures (development of customs duty rates) in the Republic of Kazakhstan are within the competence of the Ministry of Trade and Integration of the Republic of Kazakhstan, approval of salvage rates is within the competence of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
