"The use of digital technologies in public administration is the key to the success of the Digital Kazakhstan program. All documents should be transferred to an electronic format, and paper documents should be gradually banned, " President of Kazakhstan Kassym Jomart Tokayev said at one of the meetings on digitalization.
Currently, when receiving public services, the issue of enabling service recipients to present a digital version of documents implemented in the eGov mobile mobile application to employees of state bodies is relevant.
The Digital Documents service makes it possible to view documents through a mobile application in electronic format, verify its authenticity, as well as provide access to documents to third parties, for example, employees of PSC, state bodies. As a result, a third party has the opportunity to view a document received from the information systems of the state bodies of the Republic of Kazakhstan once, there is no download option.
The service displays 15 of the most popular documents, these are: an identity card, a driver's license, a birth certificate, a marriage certificate, diplomas and others.
The list of documents will be constantly expanded.
Currently, amendments to legislative acts have been prepared to regulate the issue of the introduction and use of "digital documents" in the work of state bodies and to exclude their demand in paper form.
In accordance with the Law of the Republic of Kazakhstan "On Electronic Document and Electronic Digital Signature", an electronic document that meets the requirements of the Law and is certified by an electronic digital signature of a person who has the authority to sign it is equivalent to a signed document on paper.
Also, according to the Law of the Republic of Kazakhstan "On Informatization", electronic documents necessary for obtaining state services and other services in electronic form, as well as when interacting with individuals and legal entities, are formed, checked and used through the digital documents service in accordance with the procedure determined by the authorized body.
Thus, the electronic documents generated by the Service and displayed in the "eGov mobile" mobile application are reliable and equivalent to paper documents and can be used when interacting with individuals and legal entities.
