As a result of joint efforts in the field of law enforcement, we have achieved positive dynamics. There is a gradual decrease in the crime rate in the country.
Over the past five to six years, the number of murders has decreased by almost one and a half times, and robberies, robberies and hooliganism have decreased by five times. In six years, the number of thefts has decreased almost sixfold, from 180,000 in 2018 to 30,000 in 2024. Their share in the total number has decreased to 20 percent.
Video surveillance is being widely introduced, security systems are being strengthened, and owners have become more vigilant and more serious about protecting their property. In general, the number of registered criminal offenses decreased from 292 thousand in 2018 to 132 thousand in 2024. I would like to emphasize once again that this is the result of the joint work of the entire population and the state. This year, the decrease in crime registration continues.
However, against this background, new criminal threats are simultaneously emerging. More than a third of all criminal offenses are frauds. If earlier they were committed in obvious conditions, that is, the victims saw the intruders and could identify them, now the deception is carried out contactlessly, using information technology.
Half of the victims suffered from phone fraud, by withdrawing funds from bank cards, using fake websites on the Internet to steal personal data and passwords (phishing), deception through marketplaces (brushing) or under the pretext of investments or betting.
Together with the Ministry of Internal Affairs, we constantly warn citizens in the mass media about the tricks of scammers. We have signed memoranda of cooperation and cooperation in the field of countering criminal offenses committed through telephone calls with Kazakhtelecom JSC, Kcell JSC and other telecom operators.
An Anti-fraud center for blocking fraudulent transactions has been launched at the National Bank.
Measures are being taken to eliminate SIM boxes and SIM card connection devices that receive anonymous calls from abroad.
For example, last month a fraudulent call center was liquidated in Almaty, it occupied a huge office with an area of 600 square meters. Recently, the Pavlodar region Police Department, under the coordination of the regional Prosecutor's Office, seized five SIM boxes and other fraud equipment, more than 400 SIM cards from various operators, routers and mobile phones from a resident of Pavlodar.
Pre-trial investigations have now been launched against these individuals, and investigative actions are underway.
It is worth noting that the requirement for mandatory registration of cell phones by IMEI code, IIN and subscriber number is not controlled.
Thus, more than 14 thousand phones were registered to a resident of the North Kazakhstan region without his knowledge. The check continues. Last year, more than 1 billion tenge was recovered from intermediary droppers in civil proceedings for 800 claims. 128 people who were involved in dropping were brought to criminal responsibility for complicity in fraud.
In order to counteract online fraud, a number of legislative amendments have been adopted. Since August 2024, amendments to the Law "On Banks and Banking Activities" have entered into force, which now suspend payments on fraudulent loans for the duration of the investigation.
Also, based on the experience of other countries, we are working on a number of other initiatives in Parliament that should oblige banks and telecom operators to strengthen the protection of their customers.
The other day, we discussed these issues at our Coordinating Council and worked out joint measures with the interested bodies.
