By the Law of the Republic of Kazakhstan signed by the Head of State
"On amendments and additions to some legislative acts of the Republic of Kazakhstan on civil service issues"
amendments have been made to the Law "On the Civil Service of the Republic of Kazakhstan".
In accordance with the amendments, the internal competition among employees of all state bodies is combined with a general competition. The changes took effect on July 17, 2020.
Previously, government agencies consistently held three types of competitions: a competition among their employees, a competition among all civil servants, and a general competition among all citizens.
In turn, this innovation contributes to the prompt filling of vacant positions in government bodies.
In addition, this will increase the mobility of government agencies in making personnel decisions to achieve strategic goals.
At the same time, holding three types of competitions "delays" filling vacancies. To conduct all stages of competitions for filling vacant positions, it took from 50 working days, but at present this procedure has been reduced by 15 working days.
This approach will not disrupt the career model of the system, but will give it greater mobility and, in general, will speed up the process of attracting talented professionals from the private sector.
At the same time, the procedure for participation of civil servants in general competitions has been simplified. So, in November last year, amendments were made to the Law, exempting civil servants from passing testing when participating in a general competition.
Thus, civil servants now take part in general competitions not on a general basis, but according to a simplified procedure, by analogy with an internal competition. In this regard, reducing the stages of the competition will not have a negative impact on the principles of meritocracy.
Recall, on July 3, 2020, the Head of State K.K. Tokayev signed the law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Civil Service Issues."
