VACANCY: " Senior technical consultant for Project Management Unit (PMU)" IDIP-2 (Second Irrigation and Drainage Improvement Project)

Employer: RSI " Committee of Water Management of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan ".

Qualification:

Higher education in the field of construction, irrigation and drainage;
Practical experience of work in a drainage construction or operation at least 10 years;
Good knowledge and practical experience in the projects financed by the World Bank or other international financial institutions is an advantage

Language:

The Senior technical consultant must possess Kazakh and Russian languages; knowledge of English languages is an advantage.

Objectives:

The main objective of this position is to provide consulting services for Component 1 in the implementation of the Project.

Scope of services:

The Senior technical consultant, without being limited in the practical help, bears responsibility for the following tasks:

The personal responsibility for high-quality implementation of component (1) of the Project including an adherence to deadlines and quality of works;
Organization and supervision of activity of the PIU staff in Shymkent and oblasts, international consultants and contractors as part of the component (1);
Ensuring control of preparation of the design and estimate documentation (DED) tender designing and the tender documentation according to international standards and requirements of RK to design and survey works, and also on passing of the design and estimate documentation on state construction and industry examinations;
The organization of coordination of design decisions with all interested parties and consultations with all participants of the Project, including the corresponding branches of RSE "Kazvodkhoz", agricultural cooperatives and farms;
Ensuring high-quality monitoring of designed constructions, irrigational and drainage systems, including activities on dam safety and their influence on the environment;
Review and provide to the PMU Coordinator final working drafts, bills of quantities, technical specifications, tender documentation and cost estimates for works on I&D systems of SPAs;
Project phase Monitoring for construction supervision and management of contracts for works on I&D systems of SPAs;
Control of construction of facilities according to the design and estimate documentation, standard requirements of RK in the sphere of architecture, urban planning and a construction;
Monitoring progress of the Project, continuous contact with the PIU in Shymkent, planned visits of SPAs;
Review and provide to the PMU Coordinator payment documents on the performed works on I&D systems of SPAs;
Timely informing the PMU coordinator, and taking measures for the solution of all arising problems on the project;
Prepare and submit to the PMU Coordinator and CWM monthly reports on the project and monthly activity reports;
Providing guarantees of not emergence conflict of PMU staff interests in the project progress;
Organization and participation in the Project training
The chief technical consultant is accountable to the PMU Coordinator and CWM RK;
In the absence of the PMU Coordinator, fulfills his duties.

Reporting Responsibilities: The Senior technical consultant shall submit monthly reports on his/her activities to the CWM.

Consultant selection will be conducted using the Individual Consultant Selection (IC) method in accordance with IBRD procedures outlined in the November 2020 FIP Borrower Procurement Rules (www.worldbank.org).

Practical work experience in construction and agriculture sectors for at least 5 years

Technical consultant is required to have an excellent command of Kazakh and Russian.

Tasks of the position:

The main task of this position is to provide consulting services during the implementation of the Project directly in the subproject area (in regions).

Scope of services:

The technical consultant, not limited in practical assistance, is responsible for the following basic tasks on the component:

Personal responsibility for quality implementation of the Project components directly on the subproject area of the Project in the relevant region of the Republic.
Participation in inspection of Project facilities during design and survey works, preparation and confirmation of defect certificates based on the results of inspections.
Organization of the transfer to the national property of the IDS on the Project facilities.
Coordination of design solutions with all stakeholders and consultations with all participants, including operating organizations and farmers.
Daily monitoring of the Project construction progress, regular visits to construction sites. Participation in technical meetings with the Engineer’s Service and contractors.
Reviewing and confirming certificates of work performed on the Project facilities prepared by the Engineer's Service.
Personal responsibility for the irrigation and drainage aspects of the project to the coordinator and the management of the CWM. Ensuring high-quality monitoring of projected irrigation and drainage systems, including dam safety measures.
Participation in the survey of Project facilities during design and survey work, preparation and confirmation of defective certificates based on the results of surveys.
Requesting and obtaining permits and other documents from interested organizations required for design and survey works.
Constant interaction with interested local executive bodies, departments and organizations to take necessary measures for project implementation;
Control over the construction of Project facilities in accordance with the terms of the contracts of the International Federation of Consulting Engineers (FIDIC), the regulatory requirements of the Republic of Kazakhstan in the field of architecture, urban planning and construction, etc.;
Constant interaction with the International Consultant and the Shymkent PIU for timely and quality implementation of the Project.
Approval of work schedules jointly by the International Consultant and the Shymkent PIU.
Monitoring of compliance with the schedule.
Monitoring the progress of the Project facilities construction with the help of Shymkent PIU consultants, regular visits to the project sites. Participation in technical meetings with representatives of the Engineer and contractors.
Approval of deviations from the design prepared by the Engineer's Office in accordance with the Contractual Conditions.
Keeping cumulative records on the construction facilities of the Project.
Timely submission of monthly reports to CWM MWRI RK
Informing the Project Coordinator in a timely manner and taking measures to resolve all problems arising under the project;
Participation in project trainings.
The Technical Consultant shall report to the Coordinator of PMU and CWM MWRI RK

Reporting Obligations: The technical consultant submits monthly progress reports to the PMU and to the CWR about his/her activities.

Republic of Kazakhstan Project “Irrigation and Drainage Improvement Project, Phase 2” IBRD Loan No. 8277--KZ

NCB Title: “Purchase of Special Machinery and Equipment for Cleaning Irrigation Canals”.

The Republic of Kazakhstan received a loan from the International Bank for Reconstruction and Development to finance the costs of the project “Irrigation and Drainage Improvement Project, Phase 2” and intends to use part of the proceeds of this loan for payments under Contract KZIDIP-2/G-NCB-01 “Purchase of special machinery and equipment for cleaning irrigation canals”.

The Committee of Water Management of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan invites eligible bidders to participate in the bidding and submit sealed bids for the supply of special equipment and equipment for cleaning irrigation channels. The delivery time is 90 days.

Competitive bidding will be conducted under national competitive bidding procedures in accordance with the World Bank's Guidelines: Guidelines for Procurement of Goods, Works and Non-Consulting Services by World Bank Borrowers under IBRD Loans and IDA Credits and Grants (“Procurement Guidelines”, January 2011), and is open to all eligible bidders in accordance with what is defined in the “Procurement Guidelines”. In addition, please refer to paragraphs 1.6 and 1.7 for the World Bank's conflict of interest policy.
