Electronic government of the Republic of Kazakhstan
Descriprtion
E-government is a single mechanism for interaction between the state and citizens, as well as government agencies, with each other, ensuring their coherence through information technology. It is this mechanism that has made it possible to reduce queues in government agencies and to simplify or accelerate the receipt of certificates, certificates, permits, etc. In addition, this approach has eliminated the need for certain types of certificates and documents.
Projects
E-government projects include dozens of different information systems, registers, State databases, hundreds of applications and services.
These are information systems "E-Akimat", "E-Notariat", state databases "Individuals", "Legal Entities", "Real Estate Register", Unified System of Electronic Document Management of State Agencies, Integrated Information System "PSC", state database "E-Licensing", Internet portal of state agencies, gateway and payment gateway of Electronic Government and many others.
Stages of development
The idea of creating an electronic government in 2004 was announced by the First President of the Republic of Kazakhstan Nursultan Nazarbayev. During this time, four global stages of e-government formation and development have been passed.
The first stage is information. During this period, an e-government portal was launched. Information about government agencies, their work and services to the public appeared. In addition, regulations for the provision of services and placement of legal and regulatory instruments were provided.
At this stage everyone could get the necessary information on the portal - the list of documents, the amount of state duty, contact information of the state body, which contributed to the reduction of the number of visits of the population.
The second stage, interactive, was marked by the launch of the e-services portal.
It is now possible to receive certificates from various institutions without leaving the house and send a request to any government agency.
The introduction of interactive services on the e-Government portal allowed saving time on the collection of documents by many times.
Exactly at this stage departmental information systems, state databases, electronic licensing and the gateway of electronic government were introduced.
The third stage of e-government development is transactional. At this stage, citizens were able to pay state duties and fees, fines and utilities. If before it was necessary to go to the bank to pay for the service, now the service could be received and paid for online.
At this stage, entrepreneurs were given the opportunity to conduct electronic public procurement, thus increasing the transparency and openness of competitions and tenders.
The fourth stage of e-government is transformational.
This is the current stage of e-Government development.
Its main goal is to provide services to citizens as quickly as possible.
Interactive and transactional services are combined into integrated services.
Users have the opportunity to register a legal entity in 15 minutes, as well as register the birth of a child, while simultaneously resolving all related issues: apply for benefits and put the child on the waiting list for kindergarten.
Special attention on the e-government portal is paid to socially significant services, which is why all of them have been translated into electronic format.
Achievements
During its existence, the electronic government of the Republic of Kazakhstan has overcome four stages of formation and development, was positively received and highly appreciated by the world community - this is evidenced by its high positions in international and national ratings, nominations in competitions. The degree of development of Kazakhstan's e-government is assessed as "emerging" and considered one of the most successful.
