Electronic customs

KEDEN is a modern microservices-based system that replaced three previously operating information systems: ASTANA-1, S-Window and TAIS.

The implementation of KEDEN is expected to deliver significant benefits through the digitalization and automation of customs procedures. The system has reduced the time required to complete customs operations, enabled the transition of key processes to electronic format, and decreased the volume of paper-based documentation through integration with other information systems.

Key achievements following the launch of KEDEN include:

  • Accounting of personal goods at the Khorgos International Centre for Boundary Cooperation (ICBC): the process has been fully digitized.
  • Express shipments: customs declarations, which were previously submitted in paper form, are now processed electronically.
  • Receipt of security for customs payments and taxes, as well as goods storage: these processes have been fully digitized.
  • Integrated control: functionality has been introduced to ensure the operation of related control services under the “one-stop shop” principle, including customs, veterinary, phytosanitary, sanitary and epidemiological, and other relevant services.
  • Pre-notification and transit: pre-notification data are automatically converted into a transit declaration.

In addition, a full-cycle customs declaration process using goods declarations was implemented this year.

The next stage of KEDEN’s development will focus on further enhancing the system through the introduction of post-clearance control functionality, customs expertise, analytical tools for customs posts, and artificial intelligence solutions to support the accurate classification of goods under the Harmonized System (HS) Code.
