   Kazakhstan shared practical solutions in the digitalization of tax administration and reached an understanding on further developing the exchange of tax information with CIS countries.

   The XXXIII meeting of the Coordinating Council of Heads of Tax Services of the Member States of the Commonwealth of Independent States (hereinafter referred to as the CIS Coordinating Council) was held in Dushanbe, Republic of Tajikistan, on 21–23 October 2026.

   The meeting was attended by heads and representatives of the tax authorities of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as representatives of the CIS Executive Committee and Turkmenistan, which participated as an associate member of the CIS.

   The delegation of Kazakhstan was headed by Seilzhan Akhmetov, Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

   Participants focused on issues directly affecting the effectiveness of tax administration, including the exchange of tax information between countries, the digitalization of processes, the application of artificial intelligence, tax risk management and the use of modern analytical tools.

   International data exchange is of particular importance. As individuals and businesses operate across multiple countries, tax authorities need timely access to information on income and assets to ensure effective tax administration and prevent violations.

   Following the meeting, updated formats for exchanging information on the income and assets of individuals and legal entities were agreed upon. Participants also discussed amendments to existing agreements governing the electronic exchange of tax information and mutual assistance between tax authorities.

   Representatives of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan shared Kazakhstan's experience in three key areas:

- the application of tax risk management systems and analytical tools;

- the use of artificial intelligence to improve the effectiveness of tax administration and the quality of taxpayer services;

- the development of cooperation and knowledge-sharing among young professionals from the tax authorities of CIS countries.

   Participants also discussed the development of cross-border electronic document management, professional training and the implementation of client-centric principles aimed at creating more convenient and user-friendly conditions for taxpayers.

   For taxpayers, enhanced cooperation means more effective interaction between tax authorities in different countries, improved digital services and higher-quality tax administration.

   Agreed approaches to information exchange will enable tax authorities to obtain the necessary information more quickly, including in cases where individuals or businesses operate and hold assets in different countries. This will also help tax authorities identify tax risks more effectively and prevent violations.

   Following the meeting, decisions were adopted to further develop cooperation and professional knowledge-sharing among the tax authorities of the CIS Member States.

   Farrukh Pulatov, Chairman of the Tax Committee of the Republic of Uzbekistan, was elected Chair of the CIS Coordinating Council for 2026–2027. The next, XXXIV meeting of the CIS Coordinating Council is scheduled to take place in the Republic of Uzbekistan in the second half of 2027.
