The XXXII meeting of the Coordinating Council of Heads of Tax Services of the Member States of the Commonwealth of Independent States

From  October 14-16, 2025, the  XXXII meeting of the Coordinating Council of Heads of Tax Services of the Member States of the Commonwealth of Independent States (CCHTSMS CIS) was held in St. Petersburg.

Delegations of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and Turkmenistan, as well as representatives of the CIS Executive Committee and the Financial University under the Government of the Russian Federation, the basic organization of the CIS member states for training and advanced training in the field of taxes and taxation. Commonwealth.

The delegation from Kazakhstan was headed by Deputy Chairman of the SRC Seilzhan Akhmetov.

During the meetings, a wide range of issues related to improving tax administration, strengthening cooperation and exchange of information between the tax services of the CIS countries were discussed.

The key topics of discussion were:

  • introduction of the principles of customer centricity in the work of tax authorities and analysis of taxation indicators of small businesses and self-employed persons in the CIS countries (the report was presented by the Director of the Department of Public Services of the State Revenue Committee of the Republic of Kazakhstan D.Sh. Kushubaev);
  • development of systems for monitoring the movement of commodity flows as a tool to ensure transparent trade and combat the shadow economy (report by S. Sakauov, Deputy Head of the End-to-End Monitoring Department of the SRC);
  • the future of the tax inspector profession and modern approaches to its preparation ("Tax inspector: today and tomorrow") - report by the head of the Department of International Cooperation of the SRC E.K. Kozhabergenov.:

   

Following the meeting, changes to the composition of the CCHTSMS CIS were approved, the results of the implementation of the Council's Work Plan for 2024-2025 were summed up, and the Plan for 2025-2026 was approved. The date, venue and main theme of the next, XXXIII meeting of the Council have been determined.

The adopted decisions are aimed at further developing the interaction of the tax authorities of the CIS countries, increasing the efficiency of tax administration, as well as strengthening the exchange of information to ensure transparency, fair competition and sustainable economic growth in the Commonwealth.
