Meeting of the Chairman of the SRC with OECD experts

Astana, March 11, 2025 — A meeting was held within the framework of the Organization for Economic Cooperation and Development (OECD) Seminar on Transfer Pricing Chairman of the State Revenue Committee Zhandos Duisembiev with leading OECD experts By Thomas Balko and Andrew Viola. Welcoming the OECD experts, the Chairman of the SRC noted that he was glad to see them and stressed the importance of this event for the development of the tax system in Kazakhstan.
- Transfer pricing is today a key tool to counteract the erosion of the tax base and the withdrawal of capital from the country.
Kazakhstan, as an active participant in international tax initiatives, consistently implements OECD standards.
Thus, within the framework of the OECD recommendation, a structural unit was created in 2022 that deals with transfer pricing.
Since the establishment, additional charges against large subsurface users have amounted to over 160 billion tenge.
In 2024 alone, the average additional charge per employee amounted to about 8.5 billion tenge.
In recent years, cash flows from key raw materials such as oil, coal, uranium, and grain crops have been regulated.
Together with the OECD experts, amendments to the legislation on transfer pricing have been prepared.
In 2024, the Head of State signed these amendments, which is a significant event for our state.
Also, this year, new amendments to the transfer pricing law have been developed with you, regarding the predominance of the essence of transactions over their actual terms.
We actively cooperate with international organizations, including the OECD, Inspectors Without Borders with the support of the United Nations and leading news agencies such as Bloomberg, Argus, which also promotes the exchange of experience, professional development and the introduction of international practices into the national system.
In turn, Senior experts Thomas Balko and Andrew Viola positively noted the ongoing work of Kazakhstan on transfer pricing.
In 2023, Kazakhstan received a positive assessment on issues of confidentiality and guarantees for the storage of information obtained for tax purposes.
In February of this year, the OECD report "Strengthening the capacity to combat tax evasion in Kazakhstan" was published.
The OECD noted positive aspects in the results of the OECD/UN Tax Inspectors Without Borders program and the implementation of the OECD BEPS recommendation We positively assess the increase in staff and professional development of employees in the field of transfer pricing.
I am sure that the upcoming seminar will provide an opportunity to widely discuss advanced solutions and opportunities in the field of transfer pricing.
We invite the staff of the SRC to a face-to-face "Train-the-Trainer" seminar on transfer pricing, which will be held in May this year in Ankara, Turkey.
In general, OECD experts highly appreciated Kazakhstan's efforts aimed at preventing government revenue losses in international business transactions and obtaining fair taxes.
The meeting was held in a constructive atmosphere, the participants discussed topical issues of tax administration and prospects for cooperation between Kazakhstan and the OECD.
