    Creation and posting of 34 promotional videos and 7 promotional articles about KGD employees.

Currently, there are 661 official accounts of state revenue bodies across various social networks (Instagram, Facebook, Telegram, Twitter, YouTube), with a total following of approximately 1.4126 million readers.

Formation of Anti-Corruption Culture

A comprehensive set of measures has been developed to combine different methods and approaches to form anti-corruption awareness and culture. The target groups include school-age children, youth, ethnic groups, representatives of religious organizations, etc.

Automation of State Services

As of now, out of 42 state services provided by state revenue bodies, 38 have been transitioned to electronic format (91%), including 15 services offered on an alternative basis through the "Government for Citizens" corporation and 13 services provided exclusively in electronic form.

In total for 2023, state revenue bodies provided approximately 20.462 thousand state services; out of these, around 20.614 thousand were delivered electronically (99.3%). Currently, out of the 42 electronic state services offered by state revenue bodies, 17 services (40%) are available through mobile applications.

Additionally, push notifications regarding upcoming tax reporting deadlines and obligations are sent to clients by banks such as Halyk Bank JSC, RBK Bank JSC, Kaspi Bank JSC, Eurasian Bank JSC, ForteBank JSC, and JusanBank JSC.

Risk Management System

The Information System for Risk Management (IS SUR) is used for:

    Selecting subjects for tax audits based on risk assessment (266 audits in 2021; 856 in 2022; and 663 in 2023);

    Categorizing taxpayers and participants in foreign economic activity into low-, medium-, or high-risk categories (2.7549 million taxpayers and 61.895 foreign economic entities);

    Confirming the accuracy of VAT refund amounts (since the beginning of 2023; IS SUR has denied VAT refunds under simplified procedures for 16 taxpayers amounting to KZT 56.124 billion).

The application of the Risk Management System has been expanded with the addition of two risk profiles: one focused on goods originating from China; another addressing discrepancies between gross weight and net weight.

The most effective tool in remote administration has been the implementation of the "Electronic Invoices" system. This system allows tracking all transactions related to goods and services while simultaneously verifying income reporting completeness. The system operates in real-time.

To facilitate obtaining permits and customs services necessary for export-import operations since 2019 a "Single Window" portal has been operational.

The module "Electronic Customs Inspection Act" has been integrated into the Information System "Astana-1". To create convenient conditions for businesses a queue management system has been established at all automobile checkpoints located at the external border of the Eurasian Economic Union (EAEU).

The queue management system is accessible to all carriers which enhances transparency during border crossings and increases trust in government activities.

The Ministry of Finance along with KGD's Main Dispatch Management is modernizing and technically upgrading checkpoints at the external borders of the EAEU. The project is scheduled for completion in Q4 of 2024.

Since 2022 the first stage of universal declaration has been successfully launched. The goal is to create an effective system for monitoring individuals' income and property. To ensure a smooth implementation process prior to launching this stage systems were integrated with databases from authorized agencies.

As a result of Stage One declarations were submitted by approximately 576 thousand individuals. In Stage Two declarations were submitted by around 2.1 million individuals. Currently work is underway for Stage Three submissions.

All state revenue bodies have conducted an internal analysis of corruption risks resulting in identification of104 corruption risks within tax and customs administration; as a result so far16 risks have been eliminated
