By customs direction
According to the instructions of the Head of State given at the meeting of february 1, 2022, an action Plan was developed to take measures to combat corruption in the customs sphere, which includes the following areas of 23 points: automation of customs operations; ensuring transparency of customs operations; modernization of the customs infrastructure; improvement of internal control measures; improvement of personnel work; interaction with the private sector; international cooperation (all activities implemented).
Digitalization of customs operations has become a key factor in minimizing corruption risks and simplifying procedures.
Today, the information system "ASTANA-1" is functioning, 100% of customs declarations are submitted remotely. The functionality of the system is constantly improving.
The integration with the information system "Electronic Invoices" has been modified, which ensures the traceability of goods from the moment of import to the moment of their sale (issued in a simplified manner).
Along with this, the information system "Single window" is being improved. for export-import operations. There are already about 7 thousand users in the system and 17 integrations with government agencies have been implemented. The time for issuing documents has been reduced by 2 times.
Work has been carried out to centralize customs functions (in terms of control and issuance of declarations for goods).
On the basis of the "Situation Center " and the "Electronic Declaration Center", the "Main Dispatching Office" was created (GD of the Republic of Kazakhstan dated March 16, 2022 No. 130).
This allowed online control the inspection of goods and vehicles around the clock by analyzing x-ray images of inspection and screening complexes.
Thus, perishable goods and goods requiring special conditions for storage and movement (vegetables, fruits, animal plants, food products) undergo accelerated release.
Expanded the use of the Risk Management System. A subject-oriented approach and data mining are being introduced. It allows you to identify deviations and errors.
In total, 173 different risk models have been created. This made it possible to significantly increase the efficiency of customs control and provide the budget with additional revenues (over 40 billion tenge).
Thanks to the measures taken in 2022 for all customs procedures provided about 3.2 trillion. tenge of customs payments and taxes.
Increasing the transparency of the activities of state revenue bodies is also ensured by other measures.
Thus, up-to-date information for business and the population is periodically published on the official Internet resources of the Ministry, in the media and social networks. (price information, performance results, legal acts, cases of corruption, etc.).
Clarifications , interviews , press conferences are constantly held , educational videos are published.
In order to increase throughput, an electronic queue was introduced at the Alakol checkpoint (Region Zhetysu).
Similar work is being carried out on the Kazakh-Chinese border. A pilot project is underway.
Now drivers can book a queue in advance, which will greatly simplify the process of crossing it (on the website www.e-border.kz and on the platform of ITC JSC).
Based on the results of pilot testing, the electronic queue will be introduced at other checkpoints.
Along with this, comprehensive work is underway to modernize 9 automobile and 1 railway customs posts.
The implementation of the project will increase the throughput up to 8 times (from 1,000 to 8,400 vehicles per day in both directions) and reduce the transit time by 2 times (from 2 o'clock to 1 o'clock).
After the modernization of checkpoints is completed, all conditions will be created for comfortable border crossing and high-quality control.
By tax direction
The 42nd step of the Plan of the Nation - 100 concrete steps provides for a universal tax declaration of income and expenses.
Such a control system is aimed at combating the shadow economy and corruption, and also contributes to the provision of additional budget revenues.
Declarations on universal declaration can be submitted electronically through the "Taxpayer’s Cabinet" (kgd.gov.kz), the Electronic Government Portal, the eSalyq mobile application A zamat , eGov mobile, as well as on paper in person to the state revenue authorities, public service centers and by mail. Individuals submit declarations at the place of residence, and individual entrepreneurs, persons engaged in private practice - at the location.
From january 1, 2022, 576,872 individuals submitted income and property declarations as of september 15, 2022 (for the period 01/01/2022-10/15/2022 - 581,963 individuals) or 119.9% of the planned number (presumably declarations must submit 480.9 thousand people).
On january 1, 2023, the second stage of the universal declaration began. At the second stage, the "input" declaration of assets and liabilities (form 250.00) will be submitted by about 1.5 million employees of state institutions and quasi-public sector and their spouses.
Measures have been taken to reduce the number of manual notifications by restricting access to the formation of notifications at the territorial level and automating the detection of violations at the central level.
To date, there has been an increase in notifications generated at the central level (an increase of 80,432 notifications or 126.8% compared), at the same time, there is a decrease in notifications generated at the regional level (a decrease of 19,471 notifications or 18.5% compared to with the results of 2021).
Measures to suspend debit transactions on bank accounts will be applied only to taxpayers who did not respond to the notification and/or did not submit the basic list of documents required for the analysis and application of the risk management system.
As part of the execution of a notification on the elimination of violations identified by the tax authorities based on the results of an in-house audit, by submitting an explanation, the requirement of documents that are not related to the violations described in the notification is not allowed.
For the convenience of the population, electronic services have been implemented for filing declarations through: Taxpayer's Cabinet (cabinet.salyk.kz), the "Electronic Government" web portal (egov.kz) and the mobile application "E - Salyq Azamat".
The measures taken make it possible to organize in a timely manner the acceptance of tax declarations of individuals during the general declaration period.
Another priority in this area is the prevention of corruption.
The emphasis in this work is on identifying the causes and conditions for their commission, as well as their timely elimination.
With the assistance of the Anti-Corruption Service, within the framework of the project management, the project on "Prevention and Combating Corruption" is being successfully implemented.
