The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs that in accordance with the Order of the Minister of Finance of the Republic of Kazakhstan dated June 4, 2026 No. 363 "On Approval of the Rules and Deadlines for the implementation of a pilot project to compensate the amount of value-added tax to individuals who are citizens of foreign states when exporting goods outside the customs territory of the Eurasian Economic Union, with the exception of the export of goods through the territories of the member states of the Eurasian Economic Union (the "tax Free" pilot project), "the Republic of Kazakhstan is implementing the "Tax Free" Pilot Project, which allows foreign tourists (with the exception of citizens of the EAEU states) to receive VAT compensation when exporting purchased goods outside the EAEU.
"Tax Free" is the compensation of a part of VAT to foreign tourists for purchases of goods when leaving Kazakhstan.
The pilot project operates in stationary retail facilities located in the cities of Almaty, Astana, Aktau, Aktobe, Atyrau, Balkhash, Karaganda, Kostanay, Pavlodar, Petropavlovsk, Semey, Taraz, Turkestan, Uralsk, Ust-Kamenogorsk (Katon-Karagai), Shymkent, as well as in the village of Burabai, Akmola region.
VAT compensation is provided through the Operator of the "Tax Free" system and is provided to foreign tourists when purchasing non-food products for at least 10 MCI (in 2026, 43,250 tenge).
The "Tax Free" document is generated by the seller on the basis of a cash receipt with the allocated VAT amount both on paper and in electronic form.

Connection to the "Tax Free" system and its use for business is free of charge.
Private business entities of the above-mentioned localities who pay VAT and carry out retail trade in non-food products in stationary retail facilities are invited to participate.
