The formation and strengthening of a positive image of civil servants is one of the priorities of the development of the state system.
The main requirements for the positive appearance of civil servants are defined in the Ethical Code of Civil Servants of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153 "On measures to further improve ethical standards and rules of conduct of civil servants of the Republic of Kazakhstan".
It says that "the performance of public service is an expression of special trust on the part of society and the state and places high demands on the service ethics of civil servants."
In addition, this Code of Ethics establishes the basic requirements for the moral and ethical appearance of civil servants, as well as the basic standard of their behavior in accordance with the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan dated November 23, 2015 "On Public Service of the Republic of Kazakhstan" and November 18, 2015 "On Combating Corruption", generally accepted morally- ethical standards. It is aimed at strengthening public confidence in state bodies, forming a high culture in relations in the civil service and preventing incorrect actions of civil servants. And the most important thing is that civil servants in their activities should be committed to state policy and consistently implement it, strive to preserve and strengthen public confidence in the civil service, the state and its institutions.
Of course, it is a great honor to be a civil servant, but along with professional experience, it is important to have high moral qualities. Especially, as now, in the conditions of new information technologies and freedom of the media. In order for people applying for the title of civil servant to be clearly aware of the burden of responsibility to the population, first of all, they must make efforts to develop their moral and ethical values. Since compliance with the requirements of the Code of Ethics is their official duty, and violation entails responsibility provided for by the legislation of the Republic of Kazakhstan.
Ethical behavior of civil servants and the level of their fairness in relation to their duties are one of the most important indicators of the full state of society, the level of corruption in them, the state of the investment climate, etc.
The formation of a positive image of a civil servant through the development of moral and ethical values involves ideological, political and cultural aspects. This requires not only the professional skills of a civil servant. It should have an attractive, favorable image for most social groups. Therefore, the image of civil servants is formed, first of all, from the characteristics of officials working in government bodies, directly and indirectly, making up their images. Its formation is a complex and long process. The work and discipline of a civil servant is always open. His image is one part of the image of the state. According to the work of civil servants, heads of state bodies, the effectiveness of the authorities, the level of their responsibility to the people is generally assessed. This implies a high responsibility imposed on civil servants.
The image of a civil servant consists of the external and internal content and psychological forms of a person, it meets the needs of time and society.
The negative image, in turn, affects the emergence and development of problems in the system, in connection between the state power and the population, i.e. between the state and society. The purpose of forming a positive image of the public service is not the effective functioning of government structures, but to prove to all citizens about the effectiveness of its work.
And in this regard, the Code of Ethics is aimed at increasing public confidence in a civil servant, making high demands on the moral and ethical appearance of a civil servant. It also establishes general standards of behavior of civil servants, such as movement, self-control during non-working hours, in office conditions, in speeches to the public.
When communicating with the public, the appearance and moral values of a civil servant play a significant role. Therefore, it is necessary to constantly warn all civil servants not to admit the facts of receiving bribes, gifts, and not to publish negative photos on social networks.
Any civil servant must comply with the following duties: first, managers must regularly carry out preventive measures in order to prevent violations by subordinate officials. Secondly, during non-working hours, you should limit your presence in a circle where alcoholic beverages are consumed. Thirdly, not to violate the requirements of the Law of the Republic of Kazakhstan "On Combating Corruption", "On Public Service in the Republic of Kazakhstan" and the Code of Ethics of Civil Servants, to identify and prevent corruption. Fourth, comply with anti-corruption restrictions, including not accepting gifts.
Changing the appearance of power structures for the better, changes the attitude towards these structures, increases the efficiency of the work of state power. Of course, these changes will not only increase public confidence in state bodies, but also increase public confidence in the state as a whole. And trusted citizens of their country look to the future with confidence and will make every effort to improve the welfare of their country.
It is impossible to live without a certain order, since relations between people can turn into chaos if a certain ethics is not preserved in society. Therefore, in each society, a certain set of norms has been formed that control the behavior of people in human terms, reducing misconduct. For example, respect for elders, maintaining order in public places, not insulting people's interests, etc. Compliance with ethics in different spheres of life is different. Compliance with ethics in official activities is very important. In particular, special attention is paid to the ethics of civil servants. Since a civil servant works with representatives of various members of society, he must work with great preparation. The ability to behave at the place of service, to monitor the appearance and form of clothing, to be able to use clear and understandable systematic speech in conversation – all this refers to the professional ethical values of the employee and generally accepted norms of behavior.
Serving the state is having a special trust on the part of society and the state, meeting the requirements of moral and ethical behavior in order to make every effort to create a bright future for the country. Let's contribute to the improvement of the socio-economic situation of the country in this direction, without sparing ourselves!
