The best cure for corruption is minimizing the human factor through digitalization and transparency. Shifting services online and establishing clear regulations narrow the scope for subjective decisions. Such a proactive approach fully aligns with the spirit and the letter of the law, which, in Article 3 of the Law of the Republic of Kazakhstan "On Countering Corruption," establishes the "priority of corruption prevention measures" as one of its core principles. This work must be complemented by continuous analytics: identifying and managing corruption risks in the most vulnerable positions and areas.
However, technology cannot fully replace the human factor, which is why a system of motivation is of key importance. Decent pay and professional merit-based career growth reduce the temptation of illicit enrichment. At the same time, every employee must realize that any violation will be detected and followed by punishment.
